A Study On The Spatial Zoning And Safeguard Measures Of County Planning Based On The "Integration Of Multiple Regulations"

Under the new normal,with the ecological problems and insufficient resources,urban planning,land use planning,tourism planning,environmental planning and other planning involving spatial elements become more and more important.Taking "Multiple-Plan Integration" as the way to form the goal of "people-oriented" and to carry out unified planning and division of the spatial elements in place has become a common understanding in many areas.Under the concept of new national spatial planning,county space planning is an important path to promote the effective use of county space resources,to promote the departments and industry planning together and precision,and achieve accurate and efficient control of county space.It is the future ecological civilization construction and new towns.An important strategic move for development.On the basis of summarizing the domestic and foreign research results of "Multiple-Plan Integration",this paper takes the problem of non-uniformity of the current multi-standard index system standard in Taishun County as the starting point,analyzes the differences of various control zones at the county level and proposes the space control which requirements "Multiple-Plan Integration" to explore the safeguard measures for planning implementation.The main contents and conclusions are as follows:(1)Analyzed the main problems in the "Multiple-Plan Integration" space control zone in Taishun County.The main problems are as follows:Inconsistent technical specifications for planning,there is a lack of coordination and unity in the content and focus of planning between different departments,sislocation differences in the direction of space control in different departments,planning related information between departments cannot be Shared in real time.The absence of a unified leadership plan is a key factor in these problems.(2)Put forward the technical the "unity" idea of the "Multiple-Plan Integration" space control division in Taishun County.Firstly,through collecting and arranging research cases—the geographic information,economic,social,and population data of Taishun County,according to the “Technical Regulations for the Preparation of spatial Planning”,the basic map of Taishun spatial planning is compiled;By means of GIS platform analysis techniques,Exploring the appropriate development of county space,superimposing it with the current data analysis.Comprehensively delineate the three types of functional space of county towns,agriculture,and ecology,and four types of sub-districts: established,suitable,restricted,and prohibited.(3)It is proposed that the corresponding safeguard measures should be provided in the administrative,economic,legal,and technical aspects.Mainly including the establishment of a spatial planning committee,adjust the county town system,rational use of ecological relocation policy,cultivate the pan-tourism industry,building a small micro industrial park,establish a “Multiple-Plan Integration”spatial information platform.This study provides a theoretical basis and technical reference for the determination of controlled zoning of county spatial planning under the background of "Multiple-Plan Integration".
