The Study About Multiple-plan Contradiction And Mechanism Under The Multiple-Plan Integration Background

The rapid growth of China's economy and the rapid development of urbanization have put forward higher requirements for the utilization of land resources and the protection of ecological environment.China's current spatial planning system structure is complex,involving a wide range of planning.Due to the inconsistencies of various planning bodies,and the compilation content is independently formulated by the main bodies from the perspective of their own development needs and construction needs,resulting in the conflict of planning content,control scope and approval process.At present,there is a lack of "leading" planning guidelines with legal effect and perfect content,which leads to various types of planning incompatible with each other,and "fights" are frequent.In order to solve this problem,the state has issued a series of policies and proposed to carry out the work of "multi-conformity" to coordinate various spatial planning.Under the background of national vigorous development of "multi-integration",through studying the domestic and foreign spatial planning system,this paper focuses on a more comprehensive analysis of the contradictions between the domestic basic planning related to space control,including "national economic and social development planning","land use planning","urban and rural planning" and "ecological environment protection planning",and follows the rules.Comparing the planning,approval,implementation and guarantee,this paper summarizes the main contradictions of multi-regulation in China,classifies them into five aspects: target,time,space,data and system,and innovatively puts forward the construction of multi-regulation contradiction coordination mechanism based on the measures taken by the current state to coordinate multi-regulation contradictions.Wuhan has a good background of "two-in-one" and the advantages of the national "multi-in-one" pilot city.By analyzing the development process of "multi-in-one" in Wuhan and the means of contradiction coordination,this paper compares the changes of various kinds of planning before and after the contradiction coordination and urban development changes,and comprehensively analyses the feasibility and necessity of establishing a multi-in-planning contradiction coordination mechanism.Through the research of this topic,the basic principles of intensive land use and eco-bottom line are clearly defined in the coordination of multi-contradictions,and the conclusion that the establishment of the mechanism of contradiction coordination should be "unified leadership,unified boundary,unified land use and unified platform" is drawn.The construction of multi-regulation contradiction coordination mechanism is conducive to the systematic and standardized handling of difficulties encountered bylocal governments in coordinating multi-regulation,providing basis and effective means for contradiction coordination,and contributing to the promotion of "multi-regulation integration",the maintenance of local development,intensive use of land and the protection of the ecological environment.
