Along Yalin section of Sichuan-Tibet Railway with the elevation difference is big,bad geological development,and most of the areas along the route are high and cold mountainous areas with frequent natural disasters,making Yalin section project in construction period and operation period were faced with extremely high security risks,combined with the region along the traffic infrastructure backwardness,the lack of emergency resources,emergency rescue ability is weak,even the region’s own sudden disasters emergency supplies demand cannot very good response,more difficult to meet emergency supplies demand in construction period and operation period of Yalin section project.Therefore,it is particularly important to establish emergency logistics facilities at appropriate locations to reserve emergency supplies,and quickly respond to the emergency supplies demand during the construction period and operation period of Yalin section of Sichuan-Tibet Railway.At the same time,it is also necessary to consider the emergency needs of the railway,highway and alpine complex mountain area after the completion of Yalin section in the future.In this context,this paper takes the Yalin section engineering of Sichuan-Tibet Railway as the research object.On the basis of field investigation,expert discussion and sufficient collection of relevant information,this paper analyzed the characteristics of emergency logistics in Yalin section,identified alternative locations for emergency logistics facilities,and studied the site selection scheme of emergency logistics facilities in Yalin section in combination with permanent and temporary,to fully meet the needs of temporary emergency materials for engineering accidents and disasters in the construction period of Yalin section,the needs of permanent emergency materials for engineering accidents and disasters in the operation period,as well as the needs of permanent emergency materials for regional sudden disasters.The main contents and results of the study are as follows:(1)Description of emergency logistics characteristics of Yalin section of Sichuan-Tibet Railway.Clear study of disaster area for four citys along the route and types of engineering accident disasters are bridge engineering,tunnel engineering accident disasters,accidents disasters roadbed engineering accidents disasters and station building engineering accident disasters.Emergency logistics channels present small transportation capacity,strong channel low security and complexity three characteristics.The categories of emergency supplies include life rescue and life rescue,on-site management and energy security,and engineering rescue and professional disposal.The demand for emergency supplies can be divided into two categories:certain material type and uncertain material type.Combined with the characteristics of emergency logistics channels,analysis three characteristics of emergency material allocation are strong dynamic change,difficult long-distance allocation and low transportation organization efficiency,three characteristics of storage of emergency supplies are dynamic,segmental and hierarchical.The combination with permanent and temporary characteristics of emergency logistics facilities is meeting the needs of both temporary emergency supplies in the construction period and permanent supplies in the operation period and regional emergencies.(2)Determination of the alternative sites of emergency logistics facilities in Yalin section of Sichuan-Tibet Railway.Based on QFD,five risks and 22 key influencing factors of the site selection of the emergency logistics facilities in Yalin section are identified,and the Ho Q of the influencing factors of the site selection risk of the emergency logistics facilities in Yalin section is constructed.Site selection based on the characteristics of emergency logistics and the risk factors to determine the safety of emergency logistics facility location,timeliness,partition of five principles,sustainability,coordination,select eight location factors and set up the reasonable parameters,using spatial analysis function of Arc GIS,combined with the conditions of regional industrial land given 15 Lin period of emergency logistics facilities,possible location for {Yucheng,Tianquan,Luding,Kangding,Yajiang,Litang,Batang,Baiyu,Gong Jue,Chaya,Karuo,Basu,Luolung,Bomi,Bayi}.(3)Suggestions on site selection of emergency logistics facilities in Yalin section of Sichuan-Tibet Railway in combination with permanent and temporary are given.Firstly,build the emergency engineering efficiency maximization,regional disaster service capacity maximization goal with the cost minimizing is under the certain material type of the emergency needs of site selection model,and used NSGA-Ⅱ to solve the model,and gave four site selection schemes of emergency logistics facilities under this type of demand.Secondly,a single target location model under uncertain material type of the emergency demand with the goal of minimizing transportation time is constructed,and adopted the Branch-and-Bound algorithm to solve the model,and gave three site selection schemes of emergency logistics facilities under this type of demand.Finally,proposed a method of emergency logistics facility location in combination with permanent and temporary,and gave four site selection schemes of emergency logistics facilities in combination with permanent and temporary as {Yajiang,Basu,Bomi},{Tianquan,Litang,Basu,Bomi},{Luding,Kangding,Batang,Basu,Bayi} and{Tianquan,Yajiang,Baiyu,Gongjue,Basu,Bomi}.This paper build the site selection model of emergency logistics facilities under certain and uncertain material types of the emergency needs,and gave the site selection proposal of emergency logistics facilities in Yalin section in combination with permanent and temporary,which provides reference for scientific site selection of emergency logistics facilities in Yalin section of Sichuan-Tibet Railway,and has certain practical significance.It is also pointed out that the site selection to improve the robustness of the emergency logistics system and the coordination of the emergency logistics system are theoretical problems worthy of further study.
