At present,China has entered the final stage of realizing the goal of comprehensive well-off society.The transportation development has reached the critical stage of providing comprehensive support for the goal.The further optimization of network layout and the double improvement of efficiency and quality are important tasks in this stage.The transportation industry needs to transform and upgrade rapidly at this stage.The competition in the transportation design industry is increasingly intensified under this background of development.How to seize the fleeting window of major opportunities is a subject in front of every design institute.As a professional design enterprise in the transportation industry,M design institute,in order to stand out from its peers,must establish a set of multi-objective performance evaluation index system meeting the strategic requirements on the basis of establishing a clear development strategy,and effectively implement the guiding and effective role of performance management in strategy implementation.In this paper,strategic management is embedded into performance evaluation,and the performance evaluation index system of M design institute is optimized by integrating qualitative and quantitative analysis.Firstly,questionnaire survey was used to investigate the performance evaluation index system of M design institute from four aspects:the matching between the index and management performance,the rationality of index selection,the scientificity of index weight determination,and the feedback and application of the implementation results of the index system.Secondly,using the strategy map to clarity and decomposition of M design institute strategic goal,on this basis,combined with multiple objective requirement of strategic management system,using the dimensions of the balanced scorecard principle four dimensions of performance evaluation index system is established,the analytic hierarchy process(AHP)was applied to various indicators of empowerment,the use of performance evaluation index system has been built and the fuzzy comprehensive evaluation method,the performance evaluation results of the M design institute,and points out the problems existing in the performance evaluation of each dimension and corresponding solutions are put forward.Thus,the comprehensive performance evaluation of M design institute is realized.The combination of strategic management and performance assessment provides an effective way to upgrade the management of M design institute and improve the overall performance of the design institute,so as to effectively help M design institute improve its business performance and achieve benefits from management.
