With the increasing problems of energy consumption, environmental pollution and global warming, promoting electric vehicles has become an important measure to solve the issues of energy security and to prevent environment from air pollution. In order to promote the structure of automobile industry, and achieve energy conservation and emission reduction,China has taken developing electric vehicle industry as one of the national strategies.Driven by the development of electric vehicle industry, guidance of national policies and promotion of social capital, electric vehicle charging infrastructure industry has developed rapidly, and industrial chain expansion and business model innovation have become two important ways to improve the quality of charging services. Therefore, the comparative study of the charging infrastructure industry chain and business model has important theoretical and practical significance for clarifying the actual development status of the industry and promoting a healthier and more ordered development of the market.First of all, this paper analyzes the market performance, industrial policy, industrial chain and business model of China's electric vehicle charging infrastructure to clarify the actual development status of the industry. Then,it basically defines two development stages as Market Emerging and Market Growing.Based on the construction, operation, and industrial competition, the market performance indicates that China's electric vehicle charging infrastructure industry has formed a development scale and entered a period of rapid development. With the analysis of policies' timeline and context,it indicates that the policy has formed a system including strategic planning, regulatory standards and subsidy incentives, which achieved great results. For industry chain, this paper draws a panorama, including manufacturers, operators, solution providers, power energy providers and electric vehicle users, and also further analyzes the network relationship between them based on different industrial functions. As for business models,it analysis four types led by power providers, charging infrastructure manufactures, technology enterprises and vehicle manufactures.Secondly, this paper analyzes the Degree Centrality(DC)and Betweeness Centrality(BC)of different stakeholders for the two stages by UCINET,and also draws the network relationship map based on the DC.It shows that with the development of charging infrastructure industry, the stakeholders of this industry are increasing and the proportion of private-owned companies, technology companies and start-ups are gradually increasing in the top 25 enterprises both sorted by DC and BC.The relationship networks get more complicated between these actors, and the integration of stakeholders in upstream and midstream and the integration of sources between deferent platforms become a trend in the future. Finally, based on the overall development trend of China's charging infrastructure industry chain, this paper selects the business models dominated by power company, charging infrastructure manufacturer, technology enterprise and vehicle manufacturer to compare and analyze individual networks under the two development stages. At the same time, combined with the business model morphology matrix in line with Chinese market, the business model elements are deeply analyzed to further clarify the industrial chain changes impact on business model innovation.Based on those research results above, this paper proposes suggestions and measures to promote the development of China's charging infrastructure industry from four aspects, including further improvement and implementation of the industrial policy, integration of sources in industry chain,cross-cooperation between enterprises and taking advantage of Internet to create business model.
