As an important part of urban infrastructure, urban water supply is also a key issue of people's livelihood that the state attaches great importance to.The safety of urban water supply is directly related to the development level of a city.Prior to the ban on the use of galvanized steel pipes and grey cast iron pipes in 2000,such pipes were widely used and were prone to aging corrosion,as a result, end user of water supply still produces “yellow water” and “rust water”,it is difficult to meet the new national standards for drinking water hygiene and become the “last mile” problem that affects the water quality of users. In addition, due to historical reasons, the “middle water supply layer” is common in domestic urban water supply management, and it refers specifically to the management mode in which water supply enterprises collect water-related fees from residents through property companies. This model has led to irregularities in some residential quarters, such as management is not in place, unacceptable water fee, allocation of water damage, and use the water stop to collect management fees from users, which has become the focus of public complaints. Therefore,in order to solve the problems of old water supply pipe network and water supply management history,Shenzhen City implemented a high-quality drinking water household project in 2013.This article will take the implementation effect of highquality drinking water project in Shenzhen as the research object. In this way,we can understand how the high-quality drinking water project in Shenzhen improves the safety of urban water supply. This paper first introduces the background, the purpose of the research and the significance of the research. After that,it reviews the work and effect research of urban water supply security at home and abroad, and puts forward a research review. Then it introduces in detail the relevant content of Shenzhen high-quality drinking water project.Secondly,Explain the theoretical basis of the evaluation of the implementation effect of high-quality drinking water households from three aspects: water supply quality, pipe network control and customer service. At the same time, the relevant evaluation methods are comprehensively analyzed, and the analytic hierarchy process method for evaluating the implementation effect of high-quality drinking water households in Shenzhen is proposed. Then, use the "Pressure-State-Response"(PSR)model,the evaluation index system for the implementation of high-quality drinking water project in Shenzhen is constructed.Using the analytic hierarchy process to determine the weight of the response layer indicators, the comprehensive state index method was used to comprehensively evaluate the implementation effect of high quality drinking water project in Shenzhen during 2013-2017.Finally,based on the implementation effect of the high-quality drinking water project in Shenzhen, the experience and innovation of the project were summarized.Through the research in this paper,Shenzhen City's high-quality drinking water project has achieved remarkable results, and all indicators have been significantly improved. The summary of engineering experience and innovation can provide theoretical guidance and technical reference for other cities to implement similar projects, and then promote the sound development of urban water supply security.
