Research On The Implementation Evaluation Of The Basic Ecological Control Line Planning Of Wuhan Urban Development Zone

Under the dual background of ecological civilization construction and the transformation and development of local cities,many cities in China,such as Shenzhen,Wuhan and Guangzhou,have adopted ecological space control methods for basic ecological control line planning.However,there have encountered complex practical problems in the process of implementing the basic ecological control line planning,what's more,the scientificity and effectiveness of the planning having been questioned.Therefore,it is necessary to carry out an assessment of the planning and implementation of the basic ecological control line planning after a period of implementation,and reflect on the preparation content,policy support and management methods of the plan.This paper starts with the empirical case of the basic ecological control line planning of Wuhan Urban Development Zone,based on the content framework of the overall planning implementation assessment,constructs the evaluation ideas combining the planning implementation results and the planning implementation process,and evaluates the implementation of the planning from both quantitative and qualitative aspects..After that,the evaluation ideas will be put into the “1:2000 Basic Ecological Control Line Planning of Wuhan Urban Development Zone”,and the evaluation results and problems of the overall level and typical structural elements will be analyzed.Finally,based on the specific problems,a targeted optimization strategy is proposed,which provides theoretical and technical support for the effective implementation of the basic ecological control line planning.The results show that the total amount of basic ecological control line planning in Wuhan Urban Development Zone is generally achieved,and the degree of realization of ecological development zone and ecological bottom zone is general,but the degree of protection of mountain and water is higher.In the ecological spatial pattern,the spatial structure is generally performed,and the ?,? index and the ? index are generally high in the ecological network index.In the process of planning and implementation,the authority and system of policies and regulations are relatively complete but the coordination is general;the access to new projects in planning and management is better,the construction of ecological projects is general,and the relocation of existing projects is poor;participation The government in the middle has a stronger voice,and the planning organization is generally less involved than the general public and enterprises.According to the evaluation results,this paper summarizes the five aspects of the implementation of the plan,and proposes the strengthening of the ecological bottom line thinking from the perspective of planning,policy support and planning implementation for specific problems,focusing on flexible and flexible management;paying attention to ecological structure integrity and maintenance.The core source of ecology;establish a departmental coordination mechanism to accelerate the establishment of an ecological compensation mechanism;actively explore multi-channel implementation paths,guide the construction of ecological projects;encourage the public to participate in the whole process,balance development opportunities inside and outside the line;To promote the optimization strategy of organic renewal in the village.Based on the perspective of urban planning,this paper studies the implementation of basic ecological control line planning from the perspective of quantitative result evaluation and qualitative process evaluation,and applies the theoretical results to the case practice of Wuhan Urban Development Zone to promote ecological space control.The development of theory and methods is of great significance.
