Strategy Study On The Basic Planning Of Ecological Control Line From The Urban And Rural Overall Planning

At present, China is in the period of rapid urbanization with urban space expansion,regional ecological environmental degradation. Urban and rural areas have becomeincreasingly prominent. In2005, Shenzhen City compiled the basic planning ofecological control line, which received good results in promoting intensive land use andprotecting ecological environment in urban and rural areas. And then, Dongguan, Wuxi,Wuhan and other cities have also done it and introduced relevant regulations.However, there are many problems from the compilation and implementation of thebasic planning of ecological control line in recent years: lack of contact between insideand outside the eco-line if we divide and rule; questioning the rationality of the eco-linein the gambling and chess of interests; extensive space construction guidelines caused byinsufficient understanding of eco-line; waste of resources inside the eco-line in order toprotect passively by the style of holding the bottom line; intensified conflict because ofseparation of function and space inside and outside the eco-line.Faced to questions like whether the basic planning of ecological control line isappropriate or not in the current situation, how to draw reasonable delineation and whatshould be done, how to build basic ecological control line planning framework, thisthesis wants to answer these questions from overall planning of the urban and rural areas.It emphasizes the joint development of urban and rural areas and put forward overallplanning strategy within the basic planning of ecological control line in four aspects.First, space overall planning strategy to coordinate the regional ecological backgroundand urban system’s picture and build up a reasonable ecological space structure; Second,resource overall planning strategy to have a comprehensive understanding, protectionand utilization of the inside and outside the eco-line resources; Third, industry overallplanning strategy to have a rational distribution of all types of industries inside and outside the eco-line; Fourth, construction overall planning strategy to promote theimplementation of space overall planning on the basis of greenway planning. Finally,we should pay special attention to the importance of planning collaborative. That meansthe implementation of the basic planning of ecological control line and other specialcoordinated guarantee planning.This thesis puts forward four steps of the implementation of the basic ecologicalcontrol line in Baoding northern new town, which takes Baoding northern new town asthe empirical part example, uses the aforementioned research, combined with the statuscharacteristics and the basic advantages of the new town of Baoding. First, ecologicalpriority delineation of the basic planning of ecological control line. Second, ruralinterlacing integrating the system of green land. Third, resource overall planningselecting and planning ecological industries inside the eco-line. Fourth, eco-green systemintegration the greenway system planning.I hope this thesis can provide a meaningful reference for the better compiling andimplementing the basic ecological control line.
