As the main part of power grid construction,power transmission and transformation engineering can provide important support for the stable development of regional economy.However,there are many problems in the process of project construction management.Post-project evaluation is the last link of the project life cycle.It can not only feedback the problems of the project itself,but also provide reference and guidance for subsequent projects.Therefore,post-evaluation of power transmission and transformation projects has very important practical significance.The key to the post-evaluation of power transmission and transformation projects lies in the indicator system and evaluation methods.In the indicator system,this paper refers to the existing research results,combined with practical applications,Starting from the five aspects of process,operation,economy,influence and sustainability,this paper summarizes a comprehensive set of post-evaluation index system for power transmission and transformation projects.At the same time,the content of the indicators and the way of judging were elaborated.The indicator system takes into account the differences in the indicators of different types of power transmission and transformation projects,and lists and explains the differential indicators.Aiming at the more abstract situation of post-evaluation of power transmission and transformation engineering in terms of impact and sustainability,specific post-evaluation indicators are given for these two aspects.In the evaluation method,according to the nature of the post-evaluation indicators of power transmission and transformation engineering,the indicators are first classified into binding indicators and evaluation indicators.The binding index is only tested as the evaluation content;for the evaluation index,it is first graded as the evaluation standard,and then it is analyzed specifically.Through analysis,it is found that in the post-economic evaluation,the economic evaluation indicators(attribute values)are related to each other and interact with each other,presenting a complex nonlinear relationship;And the index attribute values are all quantitative data,and it is more appropriate to use the artificial neural network for economic post-evaluation.For the evaluation indicators of process,operation,impact and post-sustainability evaluation,the case analysis shows that the sizeof some evaluation indicators(attribute values)has an impact on the index weight.The evaluation by the method of constant power comprehensive method has obvious defects.Based on this,for the post-evaluation of power transmission and transformation engineering,a BP neural network based on LM optimization algorithm is used to construct a post-evaluation model with hidden layer nodes and 3-layer network.For the process,operation,impact and sustainability post-evaluation of power transmission and transformation projects,according to the theory of variable power theory,The local variable weight principle is used to determine the state variable weight function to change the weight of some evaluation indexes,and a post-evaluation model based on partial variable weight is constructed.Finally,the index system and the post-evaluation method model are applied to an example of a power transmission and transformation project,and good results have been achieved.The applicability and feasibility of the indicator system and post-evaluation method model are verified.
