Research On Comprehensive Performance Evaluation Of Z Power Supply Branch Of Jiangxi Power Grid

Electric power industry is the basic energy industry in our country.As the leader of electric power industry,power grid enterprises have an important impact on the development of China's national economy.With the publication of “Some opinions on further deepening the reform of Electric Power System by the Central Committee of the Communist Party of China and the State Council”,abbreviated as Article 9,in March 2015,a new round of electric power reform had been officially launched in China.The opening of new electric power reform will further break the monopoly position of the power grid and make the power grid enterprises gradually market-oriented.Under this background,power grid enterprises urgently need to build a scientific and effective comprehensive performance evaluation system to help them changing the present situation of weak performance,improving management level,enhancing the overall value and comprehensive strength,achieving long-term development.This paper was based on Jiangxi Electric Power Company of State Grid,abbreviated as Jiangxi Electric Power Grid,this paper studied the present situation of performance evaluation of Jiangxi Electric Power Grid,introduced the Balanced Scorecard theory,added security dimension on the basis of four dimensions of finance,customers,internal process,learning and growth,and combined the characteristics of Jiangxi Electric Power Grid.A five-dimensional balanced scorecard was formed,and more than 40 evaluation indexes was preliminarily designed,thus forming an alternative database of comprehensive performance evaluation indexes for Jiangxi power grid.Through the questionnaire survey and expert scoring method to screen the indicators,the entropy method was used to empower the evaluation indicators,and finally the comprehensive performance evaluation system of Jiangxi power grid was formed.On this basis,through the practice of Jiangxi Power Grid,I collected the indicators data of 12 municipal power supply companies under Jiangxi Power Grid from 2015 to 2017,and used the comprehensive performance evaluation model to conducted a three-year comprehensive comparative analysis of Z Company,and obtained the comprehensive performance level of Z Company.This paper attempts to provided theoretical reference and practical reference for the comprehensive performance evaluation of power grid enterprises at all levels in China through the studied of Jiangxi power grid comprehensive performance evaluation index and evaluation method.
