During the period of "twelfth five-year" expansion of xinjiang highway construction,especially highway construction will produce more than 7000 kilometers throughout north and south,east and west of xinjiang highway system.In April 2012,the autonomous region transportation department issued a "about the xinjiang uygur autonomous region highway tolls program planning research report",requires autonomous region networking toll highway implementation is given priority to with enclosed,and vigorously promote non-cash payment as an important content of networking charge work.According to this plan,the autonomous region is currently implementing weight charge for promotion.Can be expected,the implementation of closed-end networking charge and weight,engaged in long-distance transportation of freight vehicles in a higher pay toll fees referred to in the export,counting and change for a long time,to reduce toll station export capacity significantly.Therefore,in urgent need of advanced non-cash payment method to improve highway export capacity,improve service levels.Based on the in-depth analysis of the existing highway toll payment system in xinjiang based on the features and requirements of non-cash payment system has carried on the design and implementation,the specific work includes:(1)Summarizes the non-cash payment system plays an important part in charge system,describes in detail the xinjiang non-cash payment system of hierarchy,the network topology and data transmission,so as to clear the non-cash payment system in highway toll system in the position and function;The hardware composition of non-cash payment system are analyzed,and non-cash payment and peripheral equipment connection and non-cash payment system functions and roles of each subsystem.(2)of non-cash payment system design are analyzed,and introduces in detail the realization of non-cash payment and key technology,including software,application software and the realization of the platform software,the design and realization of data transmission,the hardware platform and the key technology of support system for dealing with special events,non-cash payment systems,stability of the system security protection measures,non-cash payment of bills and tax treatment technology.(3)the last test plan,related to the non-cash payment system testing,and presents corresponding test cases and test results,complete the whole development of non-cash payment system.(4)This paper analyzes the difficulties of non-cash payment in operation and management,shares some experiences and practices,and provides reference for expressway management units.
