Study On Government Governance Strategy Of High-speed Congestion During Short Break Holidays

In the second half of 2012,the State Council approved a number of departments to jointly issue an implementation plan for the exemption of small passenger car tolls for major holidays.The implementation of the program directly led to high-level passenger flow peaks during the small holiday period across the country,and serious traffic congestion occurred in many areas.This not only caused an increase in the travel time cost of the general public,but also brought many challenges to the traffic management departments of various places,such as how to continuously improving the management level and effectively alleviating traffic congestion.In view of this,it is scientific and reasonable to study the bottleneck of highway traffic during the small holiday period,which has important guiding value for the government departments to improve traffic management and improve the highway service during the small holiday.In this paper,the paper generally follows the research path of “reading the literature,analyzing the existing situation—summarizing and summarizing,determining the general influencing factors of traffic bottleneck—analytic analysis,identifying key bottleneck factors—case analysis,proving judgment—provisioning countermeasures”.Firstly,the highway traffic flow is reviewed,the comprehensive characteristics and forecasting methods of traffic flow are objectively analyzed,and the domestic and foreign fees and charges free policies are carefully combed,which lays a good foundation for in-depth understanding and research on traffic bottlenecks.Secondly,the detailed analysis of the high-speed traffic flow characteristics during the small holiday period is mainly explained from the three aspects of the situation of the large traffic flow,obvious identification and related consequences.On this basis,the corresponding index system of influencing factors is constructed.Provide ideas for the establishment of the key factor identification model in the next step.Thirdly,using AHP to calculate the weights of various factors arising from traffic bottlenecks,identify the key factors of traffic congestion on small highways,and provide countermeasures for solving traffic bottlenecks.Fourthly,through the empirical research on the traffic volume of the Xi'an Ring Expressway in the three small holidays of Labor Day,Dragon Boat Festival and National Day,the overall situation of Xi'an Ring Expressway traffic flow is analyzed,and the bottleneck of Xi'an Ring Expressway traffic is excavated.The characteristics and analysis of the causes of traffic bottlenecks.The empirical research shows the feasibility and practicability of the analysis method of the bottleneck problem of the hierarchical analysis model constructed in the paper,and provides theoretical support for improving the traffic management level of the expressway and improving the service level of the government.Fifthly,the author proposes a targeted solution under the premise of considering the actual operability of the current traffic congestion phenomenon and its substantial incentives.The key results of this paper are as follows: First,the traffic bottleneck of high-speed small holiday is mainly due to the small-speed holiday free policy issued in 2012.The sudden accidents include the imperfect emergency system of traffic accidents,the large proportion of cars,and the imperfect traffic management system.Reasons.The second is to use the key influencing factors as a breakthrough point to clarify and propose the four major solutions for traffic bottlenecks during the small holiday period,namely,the maintenance of highway pavement,the development of a reasonable free long-term holiday high-speed free cooperation plan,the strengthening of emergency traffic accident management,optimizing the function of government traffic information service and the strengthening of highway traffic accidents.Vehicle safety driving knowledge promotion work provides a choice for improving the level of government services and improving the high-speed congestion of small holidays.
