The port of Shanghai is facing fundamental development opportunity under the strategic background of the national strategy of “One Belt One Road” and the regional strategy of the Yangtze River Economic Zone.However,it also faces development bottlenecks and problems such as lack of reserve land,imbalance of transport structural system and restriction of the urban sustainable development.In order to achieve the goal of coordination of ports and cities,this paper thinks that Shanghai should build and improve intermodal transport system,including the construction of efficient intermodal transport network connecting Shanghai hinterland,connecting Shanghai to develop effective water-iron synergies multimodal and construction of the Shanghai intermodal service complex.Firstly,this paper analyzes the development of Shanghai intermodal systems,which is compared with successful cases of foreign ports.Secondly,this paper describes the Logit traffic assignment model based on utility of intermodal shippers,as well as the close relationship between the multimodal transport system,energy saving and congestion easing.Thirdly,this paper analyzes the road-water transport mode relying on inland river between the port of Shanghai and the Yangtze River Delta,and then obtaines the market share and flow of water-water transfer by numerical case calculation,and finally revealed the contribution that water-water transfer pattern brought in reducing the total cost of social logistics,reducing traffic emissions and easing the surrounding road congestion of the area the port of Shanghai.Fourthly,this paper envisages the construction of the intermodal service complex in the area of Wujing,and to build synchronized intermodal system including railway,water way and road way that combining the hinterlands with the port of Shanghai.The numerical calculation reveals the great contribution the intermodal service complex made to the sustainable development for the port of Shanghai.
