Research On Urban And Rural Planning Management Conflicts From The Perspective Of Ethics

The rapid expansion of urban scale and the significant change of urban structure make urban and rural planning face enormous contradictions and complexity.Urban and rural planning management from the perspective of public management ethics is particularly important.Therefore,based on the theories of public management ethics,urban and rural planning management and the relationship between urban and rural planning management and public management,the ethical conflicts faced by government organizations,the ethical dilemmas faced by planners and the ethical conflicts of urban and rural planning management system and mechanism under the perspective of public management ethics must be deeply analyzed.This paper points out the causes of the anomie of personal morality,inadequate supervision system,inadequate power supervision and environmental factors of government organizations and administrative personnel,and further clarifies the need to strengthen the moral accomplishment of public managers,strengthen the professional accomplishment of planning managers and establish correct core values to enhance moral accomplishment,strengthen the construction of administrative ethics of planning administrative departments,and enhance the construction of administrative ethics of planning administrative departments.Strong professional ethics construction of planning managers,ethical legislation of public management,power supervision,and strengthening the implementation supervision of planning management ethics are the countermeasures to solve these conflicts,so as to ensure orderly and healthy development of urban and rural planning.
