On the basis of many scholars' research results, the paper studies urban public transport development technology and safeguards measures to provide some guidance for the development of public transport in Anhui Province.First, analyze of the meaning of urban public transport and content of public transport priority and other related concepts. Point out that giving priority to the development of public transport actually means giving priority to the people, which reflects the social fairness and efficiency.Second, from a global perspective, summarize the achievements of public transport, development problems and facing trends in Anhui Province, identify objectives of public transport priority development strategy. And introduce the public transportation network optimization, bus station site, buses configuration, bus lane set, bus priority at signalized intersection and a series of technical measures.The third, apply AHP to evaluate the adaptability of coordination model of urban development and public transport mode choice. By calculating the coordination, come to public transportation mode for different size cities.Finally, study bus priority safeguards measures. Taking Hefei for example, give the public transport priority development strategy for its specific public transport situation.
