| Metro passenger transport has the characteristics of large volume,fast,safe,punctuality and comfort.It is not only the main tool for solving urban public passenger transport,but also a symbol of modern cities.Subway construction has unfavorable features such as concealment,complexity and uncertainty,often accompanied by safety accidents,causing great losses to people’s lives and property.Scholars at home and abroad have conducted more theoretical research on subway construction safety risks.This paper believes that the direct implementation of the zero-safety accident on the construction of the subway can be carried out on time.The direct decisive factor depends on the project’s executive party and the first responsible unit—the construction unit.Therefore,it is selected through public bidding to meet the specific requirements of the subway construction.It is very important to be a successful bidder.The comprehensive evaluation method is adopted for the tender evaluation of the national subway construction,but the traditional comprehensive evaluation method is a “static” evaluation method.The highest total score is the winning bidder,which cannot effectively stimulate the potential bidders to evaluate the indicators of concern to the owners.Same frequency resonance.With the bidding of this method,the winning bidder is not the best bidder for the actual construction.Based on the construction bidding process of the subway project,this paper studies the multi-stage bidding decision optimization research of subway engineering construction based on the tenderer’s preference.Through on-the-spot investigation and reading of relevant literature,the decision-making optimization is verified by the model simulation method.Firstly,a multi-stage bidding model for subway engineering based on the preferences of bidders is established.The analytic hierarchy process and the ideal solution approaching method are combined.The evaluation indicators are refined and classified,and the qualitative and quantitative indicators are classified step by step and normalized.Based on the calculation,a more scientific and reasonable technical evaluation index system has been established.Secondly,based on the preferences of the bidders,a new idea of performance evaluation is proposed,so that the evaluation criteria of the performance target can consider the actual needs of the bidder;again,the game theory is introduced.Based on the expected value of the bidder,the score of the business target is solved;the bidding process is determined by the bidder’s preference coefficient,and the results of each stage are linearly fitted.The ideal winning bidder should have the highest total score on the basis of the outstanding evaluation index of the bidder’s preference,which can satisfy both “overall optimality” and “local optimum”.Finally,an example is given to demonstrate the influence of the bidder’s preference on the bidding result.The bid evaluation method based on the bidder’s preference provides a new idea for the bidding evaluation of the subway project construction,which has certain guiding significance. |
