With the acceleration of Chinese urban process and the deepening of industrialization,the machinery manufacturing industry has become an advantageous industry since the development of China's heavy industry.China's machinery manufacturing industry has matured and accumulated considerable experience and practice.As the strength continues to rise,the social status and market share of the machinery manufacturing industry has gradually increased,and the competition brought about by the development of the market has become fierce.The development of the machinery manufacturing industry has gradually become severe,and the traditional extensive development model cannot Adapting to the rapid,efficient and low-carbon development requirements of the entire industry,the mechanical manufacturing industry has begun to achieve transformation and upgrading,which has led to an unprecedented growth in the construction of machinery manufacturing industrial zones and plays an important role in economic development.The machinery manufacturing industrial zone is an important part of urban construction,and public service facilities are the link and carrier in the construction and development of industrial zones.They play a great role in introducing talents and enterprises and promoting the further development of industrial zones.With the continuous increase in the number of enterprises entering the industrial zone in various cities and towns,the large concentration of mechanical professionals has made the problem of the lag of the public service facilities within the industrial zone increasingly prominent,which affects high-level corporate companies to a certain extent.The entry of high-end talents has limited the rapid development of the industrial zone's economy.Therefore,the demand allocation of public service facilities in industrial areas has a crucial impact on the upgrading of the machinery manufacturing industry.This paper selects the representative Shanghai Lingang Industrial Zone as the research object,mainly to carry out several researches:Firstly,through combing the relevant literature at home and abroad,based on the theory of industrial structure change,the theory of new economic growth,and the theory of innovation drive,this paper expounds the basic situation of economic development,spatial layout characteristics and development characteristics of Shanghai Lingang Industrial Zone.The research provides a realistic basis;based on Maslow's hierarchy of needs theory and public service facility location theory,the author puts forward the theoretical strategy for the demand allocation of public service facilities in Shanghai Lingang Industrial Zone,and improves the allocation theory of public service facilities in the industrial zone.Furthermore,by retrieving the Shanghai Statistical Yearbook,the status quo of the supply of public service facilities in Shanghai Lingang Industrial Zone is analyzed,and based on questionnaires,field research and other basic means,the residents in the industrial area work and live subjectively to the public service in the industrial zone.In addition,this paper builds BP neural network model based on MATLAB software,uses LM improved algorithm,empirically analyzes the current situation of demand configuration of public service facilities in Shanghai Lingang Industrial Zone,and uses LM-BP neural network model for comprehensive objective evaluation.It points out that under the trend of transformation and upgrading of the machinery manufacturing industry,the existing supply and demand contradictions are allocated to the public service facilities in the industrial zone.Finally,based on the above-mentioned configuration evaluation conclusions,considering the influencing factors of the spatial layout of public service facilities in Shanghai Lingang Industrial Zone and the necessity of demanding allocation,in accordance with the principle of functional compounding,the principle of high-density and low-level,the principle of road classification,respect for culture and environmental principles,The people-oriented principle of the common average equivalence determines the optimal solution of the final configuration content,uses the empirical data to perform the simulation operation,and carries out the rationality verification.
