Traffic engineering is an engineering discipline that studies how to make traffic safer,more environmentally friendly,more efficient and more economical.The promulgation of the new Safety Production Law and the establishment of the Emergency Management Department of the People's Republic of China mean that under the new safety management system of our country,the research and management responsibility of road traffic operation safety,which traffic engineering is good at,belongs to the public security department,and the safety management responsibility of the traffic industry takes traffic construction and maintenance as the core.This requires that the discipline of traffic engineering,which is closely related to the traffic industry,actively innovate,and expand the research field of traffic safety to traffic construction safety from theory,method and engineering practice.Safety management plays an important role in highway construction.This thesis is devoted to discussing how to scientifically find the weak links of highway construction safety management,increase the links and ranges of safety management investment intelligently,improve management methods for weak links,and provide reference for the improvement of highway construction safety management.The main contents of this thesis include:(1)The safety management behavior of highway construction,the classification of safety management input and the characteristics of its output were analyzed.(2)This paper analyzed the behavioral characteristics of safety management game among construction management units,supervision units and construction units in pursuit of maximizing their respective performance.Game models considering the different security behavior tendencies of three parties were established.The influence of different safety behavior tendencies,different management points and different rent-seeking strategies on project safety management was analyzed.Based on Nash equilibrium solution,the strategies of safety management promotion for construction management units were systematically summarized.(3)Based on the calculation data of safety input and output of 45 tenders of construction units,the output equation of five types of sub-inputs,i.e.safety technology,safety facilities,safety culture,safety inspection and emergency management,was established,which conforms to the Cobb-Douglas production function.The marginal benefit and efficient input sub-items of five kinds of safety input sub-items were obtained by solving the mathematical programming model.Gauss process regression model was adopted to obtain the probability relationship between the proportion of safety input to total cost and the safety loss,and the high efficiency interval of safety input and output was obtained,which overcame the disadvantage that the input-output fixed model did not consider the uncertainty of safety accident in safety accident research.It provided a reference for improving safety management scientifically.(4)This thesis illustrated the strategies of improving the safety management of highway construction in combination with engineering examples.Some valuable findings of this thesis are as follows:(1)The change of seven kinds of game parameters and corresponding management strategies can effectively improve project safety management: clarifying losses,reducing costs,clarifying responsibilities,increasing fines,reducing unjust enrichment,increasing non-compliance costs,and enhancing management.(2)The efficiency of investment in safety culture was the highest,the efficiency of investment in safety technology was the second highest,and the efficiency of investment in safety inspection was lower.At the same time,with the increase of the proportion of safety investment,the efficiency of safety investment was gradually reduced.(3)Safety technology and safety culture played an important role in the collaborative optimization of safety input-output and safety management behavior mode.More attention should be paid to the supervision and inspection of safety technology and safety culture investment,so as to realize the positive cycle of safety management promotion.The research in this thesis is helpful to optimize the safety management process of highway construction projects,scientifically formulate enterprise safety investment strategies and improve the stability of safety management decision-making.It is of great significance to the overall improvement and high-quality transformation of highway construction safety management.
