With the development of national economy, the city-oriented growth and the sharp increasing of highway construction project capacity. The safety management in highway construction has been an important aspect of building harmonious socialist society in our country. However, the accidents often happen and regulatory focus is difficult to grasp, which does not match its rapid development for a long time in our country. In order to ensure the life safety of construction personnel, reduce the safety accidents and improve the scientific, accuracy and rationality in highway construction. The safety management of Xiantao section of Xiantao-Honghu Highway Project was combined in this article, and then the safety management was studied on highway construction.By the qualitative analysis of the characteristics in highway construction safety management, also include a total of nine types of highway construction accident. Starting from people’s unsafe behavior, the unsafe state of object, the environment and organization management and 15 evaluation factors with the identification and evaluation of hazards. The safety management level of Xiantao section of Xiantao-Honghu Highway Project has been evaluated through the fuzzy comprehensive evaluation with the MCEv1.0 software and analytic hierarchy process. The results show that the fuzzy comprehensive evaluation in highway construction safety management has the rationality and maneuverability, which provides a good thought for the scientific, quantitative and available evaluation of highway construction safety management. Then through the practical application of PDCA safety management in Xiantao section of Xiantao-Honghu Highway Project, analyzes the four stages. Finally, the conclusion were summarized of this paper, put forward the prospect.The main conclusions of this article are listed as following:1.Combining with the highway construction, accident type and the particularity of highway construction safety management, which understand clearly the role of safety management in highway construction and the significance.2.From the accident cause theory, and the cause of accident. And hazards identification and evaluation, the people’s unsafe behavior and unsafe state, working environment, organization management as the four indicators, subdivided into 15 evaluation factors, and the level of safety management is divided into “excellent, good, general, bad”four evaluation set. The safety management level of Xiantao section of Xiantao-Honghu Highway Project has been evaluated through the fuzzy comprehensive evaluation. Next combining with Xiantao section of Xiantao-Honghu Highway Project PDCA safety management, which from plan, do, check, act phase process are analyzed. Through the result can be seen that the PDCA cycle management model used in the highway construction safety management is feasible.3.The article set an example of Xiantao section of Xiantao-Honghu Highway Projectfor, with a platform for its construction safety management. Then found the problems of its safety management. Countermeasures and measures have been put forward, which provide reference for other similar engineering in construction safety management.Based on the research of highway construction safety management. Give the help of scientific, accurate calculation of highway construction safety situation. It can make more efficient implementation of safety management in construction process and found hazards. So as that it offer a better prevention and control measures to eliminate the hazards in highway construction safety management.
