In recent years,the rapid socio-economic development and improvement of residents' living standards have promoted the continuous improvement of China's transportation system,especially the development of civil aviation transportation industry.The construction and development of the airports are in full swing,and several large multi-airport systems are gradually formed.At present,the construction of multi-airport systems in China is in the preliminary exploration stage,and lacking of overall planning and reasonable division of labor among airports has lead to unbalanced development level among the airports.Airline network is the basis of the civil aviation production activities.To improve the multi-airport systems' layout and promote the coordinated development of regional airports,it is firstly needed to clear the airport function orientation and adjust the airline network layout within the multi-airport systems on this basis to be consistent with the airport location and the coordinated development of the multi-airport systems.This paper focuses on the coordinated development of multi-airport systems from the perspective of airline structure based on multi-attribute decision theory and optimization modeling methods,seeking for the adjustment and optimization of airline structure within the multi-airport systems.Firstly,the mechanism of multi-airport systems' coordinated development is briefly analyzed by referring to the construction experience of several mature multi-airport systems.Secondly,Beijing-Tianjin-Hebei regional multi-airport system is taken as an example,and an index system is put forward for Beijing capital international airport to evaluate its domestic air routes according to its strategic target of strengthening the function as an international hub and relieving non-hub function routes.The multi-attribute decision making model is adopted for integrated assessment of the existing air routes,and the air routes to be optimized are determined by analyzing the course evaluation results.On this basis,an air route optimizing model is put forward on the purpose of maximizing the total benefits of the regional multi-airport system,and AIMMS was used to allocate the flights on those routes within Beijing-Tianjin-Hebei regional multi-airport system.This paper provides suggestions and ideas for Beijing capital international airport to relieve non-hub function air routes and encrypt international flights,and seeks for a scientific and reasonable layout and cooperative development mode of airport group routes network.
