With the rapid development of urbanization in China in recent years,urban land has the characteristics of high volume ratio and high development density.Especially,there is a shortage of the public open space of independent land in the blocks with high commercial value of land.At the same time,with the improvement of the level of domestic planning and architectural design,as well as the guidance of relevant national policies,designers have intentionally or unintentionally set up some public spaces open to the city in the construction and development blocks,and people gradually find that such space can assume the functions of urban public space and become an important part of the urban public open space system.This kind of open space that can be used free of charge for 24 hours in the construction land can be called the Building Public Open Space.In view of its publicity,it can also be called the Building Public Space.This type of space can be located indoors or outdoors,and features a wide range of activities,including access and rest.The practice of foreign countries in this part began with the POPS(Privately Owned Public Space)policy in New York in the 1960 s,which has finally affected the whole world after decades of development.Via the experience of Hong Kong's planning and construction guidance on Public Open Space in Private Development(POSPD),I raised the issue of the Building Public Space in China Mainland at the present stage,that is,although urban administrators have realized the importance of building public space,most of cities only stays on the stage where only non-mandatory planning standards have been put out and a systematic guidance and control system has not been formed.Based on this situation,it is necessary that a planning,implementation and supervision system should be proposed to promote the detailed measures for the design,construction and guidance and control system of the building public space.This thesis is divided into three parts:The first part is the theoretical and practical research at home and abroad,including the first chapter and the second chapter.It mainly discusses the research background,significance,object and content,summarizes the research status of the theory and practice of the building public space at home and abroad,and interprets the concept,characteristics and performances of the building public space.It provides the study objective and theoretical basis for the establishment of the guidance and control system of the building public space.The second part is the core of the thesis,including the third chapter and the fourth chapter.It mainly analyzes various links in the development process of Hong Kong POSPD.By means of fieldwork,I summarize the relative elements in the design,management and practice of the real case in Hong Kong,and sort out the logical framework of the design guidance and control system of POSPD in Hong Kong which is divided into three stages including pre-certification,mid-term construction,and post-regulation.Most importantly,I focus on the development and design standards of the POSPD.The third part is the enlightenment part,referring to the fifth chapter.By comparing the similarities and differences between Hong Kong and the China Mainland in planning management,I analyze the feasibility of implementing the building public space design guidance and control system in domestic.In the use of the three levels of “planning-construction-use”,I establish a guidance and control system for building public space,so as to make recommendations on detailed standards of management construction methods,execution processes and so forth.
