Hong Kong public housing( "public housing" for short) is the building which Hong Kong Government constructs for the low-income people. Although the rent is low, the residential space is small, and long-term living may cause a variety of psychological discomforts. How to balance the need of living and leisure between the "small" and the "big", the "inside" and the "outside" of the public housing is an important issue of public housing design.As a vertical, three-dimensional, high-density city, the land resources of Hong Kong is definitely limited. The Hong Kong Government has made great efforts to promote scientific, efficient, diversified external public space design based on optimizing the internal structure of public housing. These efforts have eased the living pressure of Hong Kong. All types of public facilities such as community platform, playgrounds, parks, storm gallery, outdoor escalator(elevator), and underground transportation network supporting, make the people more effective to enjoy the city life.Based on the reviewing of Hong Kong public housing-related video works, documentary literature, the history of Hong Kong’s public housing and the public housing policy, this paper focuses on the design of the Hong Kong’s first public housing area-External Public Space in Shek Kip Mei area housing and expands the Hong Kong public housing exterior design of public space investigation. The author tries to analysis the features and value of the Hong Kong’s public housing exterior public space from the angle of design theory. In addition to the Shek Kip Mei public housing area, this paper also researches other public spaces in the external housing in Kowloon by a random survey. Although they are different to Shek Kip Mei housing construction in the form of spatial composition or other treatment techniques vary, the common design of outside public space can also be seen. We can see the implementation policy design of the Hong Kong public housing and the details of the experience of the Hong Kong public housing.
