The research on the air-to-surface missile is complex.If the pre-assessment didn't made to the design and development process,some performance index might are not up to standard.So it can not meet the requirements of original design.When the overall design plan is in the process of being made,it is necessary to assist decision makers to design the overall plan according to the theoretical evidence.Then evaluate the advantages and disadvantages and select the optimal design plan to the further research and production.Therefore,how to study and design the overall plan assessment method of the reasonable,scientific and high-performance air-to-surface missile can make a great contribution to improve the research on air-to-surface missile in China.According to the characteristics of the air-to-surface missile,a set of multi-layered and complete index system which can be applied to the assessment of air-to-surface missile overall plan is proposed.This index system covers four levels and 53 index related to air-to-surface missile.It comparatively comprehensively and accurately reflect the performance of air-to-surface missile.It meets the specific technical requirements of a missile design institute project and lays a foundation for the subsequent assessment.The thesis puts forward with a combination weighting method on the base of multiply subjective and objective weighting methods.After the determination of the importance degree of subjective weigh,the combination weigh can be obtained through the least-square method.It can overcome the limitations of the index weight by some weighting methods,and make the results more reasonable,scientific and persuasive.The result shows that the combination weighting method can reflect the difference among index as a whole,and has a advantage of objectivity,transparency and good rank preservation.The classical evaluation method based on fuzzy algorithm theory is improved,and the characteristics of grey relational analysis method and set pair analysis method are also analyzed.The improved algorithm solves the shortcoming of the traditional evaluation method with strong subjectivity.The method adapt to various and different situations involving the complexion of air-to-surface missile,the characteristics featured by hierarchy and imperfect information,and restriction to many potential factors,It cansolve the fuzzy and grey phenomena in the process of assessment of the air-to-surface missile s overall plan in.And Spearman s correlation coefficient for ranked data would be used to verify the consistency among them,and the results were all greater than 0.65.The combination of improved Copeland method and assessment result,it will come to the relatively objective and accurate final assessment result.The thesis based on the hybrid programming develops an assessment system which is of universality and extensibility,and has carried on the corresponding test to its each function module.The assessment system of air-to-surface missile is to make the evaluation process more high-performance and intelligent.Four domestic types and six abroad types of air-to-surface missile will be adopted for the example verification in the thesis.The result is basically consistent with the relevant literature,and the air-to-surface missile index system,assessment model and system are reasonable and credible.
