Study On Interregional Water Rights Conversion Model And Pricing Mechanism

Water is vital to the creation of human prosperity and civilization.To solve the water resources problem is related to the overall layout of"Five-point Strategy",the strategic blueprint of"Four Comprehensives",the the great renewal of the Chinese nation.With the development of economy,the shortage of water resources in China is becoming more and more serious.However,the spatial and temporal distribution of water resources in China is extremely uneven,with more South and less north.The pattern of summer flood and winter drought aggravates the contradiction of water use among regions.The problem of water resources can not be solved and the development of production is unsustainable.The transformation of water rights is of great significance to alleviate the shortage of water resources.Through the transformation of water rights,the allocation pattern of water resources with high efficiency can be realized.Sustainable and efficient utilization of water resources can support the sustainable development of social economy.It is of positive significance to promote the construction and development of water-saving society.Based on the relevant theories of water right,water market and water right conversion at home and abroad,this paper explores the water right conversion between water users in Gansu,Inter-industry water rights conversion in Ningxia and interregional water rights conversion in Inner Mongolia.With reference to the practical experience of water right conversion in the above regions,the government should assume more roles of"regulator"than"organizer"in the process of water right conversion between regions.Interregional water rights conversion model and pricing mechanism should restore more markets.The characteristics and trading conditions of inter-regional water rights conversion are analyzed.The mechanism of inter-regional water rights conversion is studied from four aspects:improving water rights allocation system,perfecting water rights trading system,strengthening water rights conversion supervision and establishing profit and loss compensation system.Based on the idea of cost method in accounting,this paper studies the pricing mechanism of inter-regional water right conversion and establishes an evaluation model of inter-regional water right conversion price.The author believes that the inter-regional water right conversion price is mainly determined by the value of water resources and the related costs and costs for the implementation of water right conversion,and also considers the rate of return of water right conversion according to the actual situation.Fuzzy mathematics is used to calculate the value of water resources.Four dimensions of water quantity,water quality,social condition and economic development level are selected to evaluate the value of water resources.This paper calculates the water right conversion price by taking the water saving amount obtained by Jingtai County Jingdian Irrigation Area in Gansu Province as an example to implement the water right conversion in Minqin.It is estimated that the value of agricultural water resources in Jingtai County in 2015 is 0.092 yuan/m~3,and the final price of water right conversion is 1.033 yuan/m~3.The final price of water right conversion in 2030 is predicted to be 4.32 yuan/m~3.In addition,the government-led and invested public welfare water projects involved in the inter-regional water rights conversion projects are proposed to carry out PPP model to alleviate the pressure of government funds,and the distribution of their interests is studied.
