The new power reform proposed in 2015 requires China to gradually establish an open,competitive and orderly energy trading market.As the core of electric energy trading,electricity prices have naturally become the focus of research in the new power improvement process.China is in the early stage of power system reform,the transmission and distribution price system is still not perfect,and there are various cross-subsidies in the power industry,resulting in the current transmission and distribution price is not very reasonable.At home and abroad,the pricing research on transmission and distribution price mainly starts from the aspects of electricity price control method,cost allocation method and electricity price pricing method,but most of them only focus on the allocation method and cost composition research.According to different voltage levels,the transmission and Distribution price.Based on this,the main research contents of this paper are as follows:1)This paper introduces the theory of transmission and distribution price control,compares the advantages and disadvantages of each regulation,and improves the traditional model considering grid investment coefficient and power quality factor,and gives the price supervision model suitable for the initial stage of China's power grid,and adopts fuzzy comprehensive evaluation method and data packet respectively.The network analysis method determines the power quality coefficient and the efficiency factor,and constrains the inputoutput variables;2)Introduce electricity price theory and transmission and distribution price system,compare various types of electricity price system,and further introduce the transmission and distribution price pricing method and cost sharing method,and combine the characteristics of various methods to select a reasonable cost sharing method to calculate the transmission and distribution price;3)Explicitly permit the composition of income,analyze the reasons for the differences in transmission and distribution costs of different voltage levels,combine the advantages and disadvantages of various allocation methods,select the peak load responsibility method according to the characteristics of the power grid to share the transmission costs between voltage levels,and according to the cost at different voltage levels An apportionment model based on the bird group algorithm(BSA);4)Combining the basic data of a certain place,the bird group algorithm is used to simulate the maximum load of each voltage level,and the power transmission and distribution cost is shared among the voltage levels by the peak load responsibility method,so as to calculate the electricity price of each voltage level,and finally with the stamp law and The calculated results of the particle swarm optimization algorithm are compared,and the obtained values of the transmission and distribution prices are given,which verifies the feasibility of the proposed method.
