Research On Safety Performance Evaluation And Management For Airlines

In recent years,the crew,maintenance and other airlines’ own reasons are one of the most important causes of air transportation unsafe events.As the core component of civil aviation system,improving the safety level and reducing unsafe events of airlines are the key to improve the safety situation of the whole civil aviation industry.The safety performance of an airline reflects its overall safety achievement.In order to measure the overall safety level of airlines,identify the weak links in safety work,and provide suggestions and guidance for improvement,it is necessary to evaluate and manage the safety performance of airlines.Based on the analysis of existing literatures and the characteristics of airline companies,the result-oriented indexes based on unsafe events and the process-oriented indexes based on safety management and operation management were established.In order to make the improvement of safety performance can be implemented,and easier to operate in practice.Considering that safety and operation of civil aviation take the elements of safety management system(SMS)and quality management system(QMS)as specific management methods,this paper tries to establish specific process-oriented indexes with the elements of the two systems.As the airline is a complex social technology system,there may be a correlation between the evaluation indexes of safety performance,and the improved DEMATEL method is used to determine the weight of the indexes.In combination with the extension cloud theory,an airline safety performance evaluation model is constructed,and the "cloud" is used to represent the evaluation results of each index.The evaluation levels of airline safety performance and specific indexes are divided,and the specific meaning of each level is given.According to the different purposes and requirements of safety performance work of airline company and administrations,the management strategy based on safety performance of airline and administrations’ supervision strategy based on safety performance of airline are proposed.Application constructed model to evaluation of the safety performance of a certain company,the result is a "general" grade,and the corresponding regulation is "Ⅱ" grade.
