Research On Quality And Safety Performance Evaluation Of Area A's Air Traffic Management Bureau

In order to promote the high-quality development of civil aviation,the ATM unit,as the most important operation support unit of the civil aviation system,has set higher requirements for the quality of air traffic control services.The quality safety performance of the ATM reflects the quality safety level of the ATM.Therefore,the quality safety performance evaluation of the ATM is carried out to find the weak links in the quality safety work and provide a basis for improving the quality safety performance.First,combining the characteristics of ATM services,the definition of the quality safety performance of ATM was defined.On this basis,7 first-level evaluation indicators for leadership,planning,ATM related parties,ATM resources,air traffic operation process management,measurement analysis and improvement and air traffic operation results were identified by combining the elements of the quality management system and safety management system and literature analysis.25 secondary evaluation indicators including management commitment,risk management,emergency management,and air traffic operation safety results were established,and management's emphasis on quality and safety,the establishment and update of hazard sources and depots,etc.59 three-level evaluation indicators of ATM quality and safety performance evaluation index system.Then,the indicators were verified by combining membership analysis and reliability and validity tests.Secondly,the Fuzzy-Dematel method was used to determine the weights of the first-level evaluation indicators and the second-level evaluation indicators.Among the first-level evaluation indicators,leadership(0.171)has the most significant impact on quality and safety performance,followed by ATM process management(0.170),air traffic operation results(0.165),planning(0.157),and ATM resources(0.151),measurement,analysis and improvement(0.126)and ATM related parties(0.060),Among the secondary evaluation indicators,the main impact on quality safety performance are air traffic operation safety results(0.129),ATM personnel(0.089),risk management(0.074),provision of ATM services(0.064),quality and safety objectives and planning for their realization(0.063).The weight of the three-level evaluation indicators was determined by using the OWA operator.Finally,based on the cloud model and matter-element extension theory,an ATM quality safety performance evaluation model was constructed,and the model was used to evaluate the quality safety performance of the A Regional ATM Bureau.The evaluation results show that the unit's quality safety performance is higher level,verifies the rationality of the quality safety performance evaluation model of the ATM unit.
