In recent years,the proportion of accidents caused ground transportation of the airport has increased,the operational safety management capability of the airport is facing severe challenges.In order to identify weak links in airport operation management,improve airport operation management and safety management and ensure the continuous security of the airport,it is essential to study how to construct an operational safety management performance evaluation model for the airport.Based on the research about operational connotation and safety management of the airport,this paper constructs an indicators system including operational management performance and comprehensive safety management performance.The operational management requirements are used as first-level indicators,including runway and taxiway system management,navigational visual management,apron management,headroom and electromagnetic environment management,avian situation management,snow removing and deicing system management,non-suspending air service and corresponding 26 three-level indicators;comprehensive safety management including six primary indicators,including leadership,planning,support,risk management,security inspection and security promotion,20 secondary indicators and corresponding 58 tertiary indicators.The structural entropy weight method is used to determine the weight of the comprehensive safety management performance indicators system,and the matter-element extension method is introduced to construct the evaluation model of the airport operation safety management performance,wh ich is designed to obtain the first and second indicators of the airport operation safety management performance evaluation level and its development trend.Finally,the T airport was comprehensively evaluated by the established model.The evaluation results show that the overall operational safety management performance of the airport is higher.The evaluation results are consistent with the actual situation,which verifies the operability and applicability of the model.Based on the analysis of the results,relevant improvement suggestions are proposed.
