With the development of large-scale airlines, the complexity of the airline system is increasing, and the impact on safety performance has been attached great important. More and more scholars, at home or abroad, have researched aviation safety issues from the perspective of the system. They proposed many system models, such as SHELL model, REASON model, System Dynamics and so on. Many countries around the world have gradually established Safety Management System for the airlines, airports and air traffic management agency, and they have managed aviation safety by using the idea of system. However, as an important characteristic of the system, the complexity has a significant impact on aviation safety. Unfortunately they pay insufficient attention to this aspect. Therefore this paper discussed the airline safety performance from the point of complexity.Based on the reference of relevant papers and consultant of experts, this paper considered the airline complexity from the fleet complexity, the personnel complexity, the organizational structure complexity, the organizational relationships complexity, the manufacturing operations complexity, the operating environment complexity and the system management complexity; and measured the airline safety performance from the results of safety performance and the process of safety performance. The relationship between airline safety performance and its complexity was assumed to be a theoretical model. The questionnaire was formed based on the identifying corresponding measurement problems of each the indicators. After obtaining the actual data of airline questionnaires, the normal test, credibility test and effective test was conducted by using SPSS17.0 software. On the basis of the theory and data, the relational model of airline safety performance and its complexity was established. The relationship between factors and indicators was validated by using AMOS17.0 software. Finally the assumed rationality of the constructed model was discussed.The results showed that: the established structural equation model of the relationship between the airlines safety performance and its complexity has high reliability. The relationship between research hypothesis has been verified and quantified. the fleet complexity, the organizational structure complexity, the organizational relationships complexity, the manufacturing operations complexity, the operating environment complexity had a significant negative effect on the airline safety performance; the personnel complexity, system management complexity had a significant positive effect on the airline safety performance.
