Study On The Scheme Of Right Determination Of Water Flow Property Right In Hebei Province

As a typical water-poor province,Hebei Province also shoulders the important mission of protecting the water security of the capital.The contradiction between water supply and demand is extremely prominent.Under the premise of a serious shortage of water resources,it has to rely on the exploitation of groundwater to maintain economic and social development,resulting in the deterioration of the regional ecological environment.At the same time,the modern management system for water resources that gives full play to the important role of the government and the decisive role of the market is still not perfect,affecting the optimal allocation of water resources.It is of great significance to transform the development mode of Hebei Province,save intensive use of resources,and improve modern water management system by establishing a system of water rights and property rights determination.Through the literature research and inductive analysis method,the relationship between water rights allocation methods at home and abroad,water resources status,water resources management level,etc.is clarified,and the experience and problems that have been obtained are summarized for the pilot situation of domestic water rights rights confirmation.In view of the problems in the development and utilization of water resources,water resources management and water rights reform in Hebei Province in recent years,the root cause is the mechanism system,that is,the water rights and property rights are not in place and the rights of water users are not clear.And proposed to carry out water flow property rights confirmation is the fundamental solution to the problem of water resources in Hebei Province.Through the case study method,the theoretical research on the right of water flow property right in Hebei Province is carried out.Case study on the pilot county water resources determination program,and pointed out the problems existing in the water rights confirmation work in Hebei Province.Finally,the proposal for water flow property right in Hebei Province was proposed.Including the principle,goal,mentality,object,path and way of affirming right,and propose recommendations from the administrative,technical,engineering,and economic aspects of the safeguard mechanism.The content of confirming the right of ecological space such as water area and shoreline is only studied theoretically.Providing decision-making reference for the development of water flow property right in Hebei Province.
