With the rapid development of China's economy,high-speed railways have also developed rapidly,and the modes of transportation that people can choose are more diverse.Due to the advent of high-speed railways,competition among different modes of transportation in the corridor has become increasingly fierce.With the formation of high-speed railway network,high-speed railway lines will gradually connect neighboring cities,and there will be more and more exchanges between cities.The demand for medium-distance and shortdistance travel have also increased,and the average railway transportation distance has decreased year by year.With the development and improvement of the highway,the effective service range of highway transportation has also increased greatly,and the average distance of the highway has increased year by year.It can be predicted that the inter-city passenger transportation competition between medium-distance and short-distance will intensify.The competition between intercity railway passenger transportation and highway passenger transportation is dominant.Reasonable formulation of high-speed rail fares can not only meet the requirements of public welfare,but also achieve better benefits for railway enterprises.Therefore,this paper proposes that it is necessary to study the formulation of short-distance intercity railway fares.Firstly,it analyzes the composition and influencing factors of high-speed rail fares,and summarizes the problems in the formulation of fares in China by comparing the development of fares at home and abroad.And the applicable model of fare is studied,and the applicability of the bi-level programming model as the basic model is expounded.The applicability of the cumulative prospect theory to the individual travel decision in the lower-level planning is studied.The feasibility of combining the two is analyzed.Secondly,it analyzes the influencing factors of passenger travel choice behavior,and uses the analytic hierarchy process to calibrate its weight of passengers' travel choice behavior.Combined with the time value model,the influencing factors are unified and monetized,thus giving the expression of travel utility,then uses the cumulative prospect theory to edit the travel utility,and obtains the improved cumulative prospect utility model of individual travel decision-making.In this paper,the individual travel decision model is introduced into the lower level planning,and a bi-level programming pricing model based on cumulative prospect theory is constructed,which is solved by genetic algorithm using MATLAB software.Finally,through the case analysis of Meishan to Chengdu,the model is demonstrated by questionnaire survey data.Compared with the single pricing method,the multi-pricing method under market segmentation increases the total revenue of railway enterprises by 39220 yuan,up by 18.3%,and reduces the number of passengers on inter-city railways by 68,down by 1%.On this basis,the paper puts forward some suggestions on the pricing strategy of intercity railway fares.
