| In view of the importance of the water conservancy project system in the Daqing River Basin to the water security in Xiongan New Area,this study,based on the analysis of the current situation of the water conservancy project in the basin,explores the development process of the water conservancy project from scratch to emergence in different periods and its relationship with the society.Then it expounds how the existing water conservancy projects should adapt to the requirements of Xiongan New Area,and puts forward corresponding countermeasures.The research contents are as follows:(1)Through on-the-spot investigation,consulting books and collecting data,the present situation of water conservancy engineering system in Daqing River Basin is analyzed.This study clarifies the dispatching mode of water conservancy project system consisting of upper,middle and lower reaches of Baiyangdian basin,the important role of water security in Xiongan New Area and the existing shortcomings.(2)By consulting and analyzing historical documents and materials,this study explores the development context of the water conservancy engineering system in the Daqing River Basin before the founding of the People’s Republic of China.Before the founding of the People’s Republic of China,the main construction process of water conservancy projects in the basin began in the Song Dynasty,which can be divided into two stages: The first stage,from the Song Dynasty to the late Ming Dynasty,belongs to the stage of partial engineering transformation of the river system environment.The purpose of water conservancy project construction at this stage is to provide a stable development space for social economy.The characteristics of this stage are as follows: after the establishment of Tangpo Line of Defense in Song Dynasty,the area of water storage in the basin has been continuously reduced,and the construction of Tang dike has been preserved in accordance with the direction of social development,which has become the starting point for the development of Qianli dike in the future.In the Ming Dynasty,the Dongdaokou dike was connected with the Tang dike,which further developed the Qianli dike.The second stage,from the Qing Dynasty to the founding of the People’s Republic of China,belongs to the construction stage focusing on the basin.In this stage,dyke construction is the main engineering measure,and the basic shaping of Qianli dike and Xin’an North dike and the separation of East and West Erdian are the symbols of the project development.The significance of embankment construction is to stabilize the social and agricultural production pattern by regulating the runoff in plain areas,and to promote the development of Jinbao shipping.(3)Based on many years of research data on the Daqing River,this study explores the development of water conservancy projects in the Daqing River basin after the founding of the People’s Republic of China.Since the founding of the People’s Republic of China,the engineering system of the Daqing River Basin has been perfected and formed.In this stage,reservoirs are built in the upper reaches,flood discharge channels are opened in the middle and lower reaches,dykes and pivotal projects are perfected,in order to regulate runoff,control floods and provide water security for social and economic development.By the 1970 s,the Daqing River Basin Water Conservancy Engineering System was basically formed,which supported the flood control safety and water resources security of Xiongan New Area by regulating flood and water volume.(4)Combining with the construction requirements of Xiongan New Area,this paper analyses the problems existing in the construction of the new area from the aspects of flood control safety and water resources guarantee,and puts forward corresponding countermeasures,with a view to providing technical support for exploring the water conservancy engineering system adapted to the development requirements of the new area. |
