Water shortage phenomenon becomes more and more serious in China. As therapid development of the society, the demand of water resources has rose dramatically.But there are many seasons causing the shortage of water resources. The irrigationarea at the downstream of Ni’erji water conservancy project is located in the first-handof ethnic minorities of MoLiDa flag gul NiErJi town and Han river town, where theregional water and soil resources are rich, owning the potential of the development ofirrigated agriculture. The parts of the irrigation area make use of no dam water hubwith the NuoMin river water for irrigation. But the irrigation reliability is low, whichseriously influenced the benefit of irrigation district. Water resources argumentationof the project has important significance for improving the utilization efficiency ofwater resources, which ensure the rationality of the construction project of water andnormal play for the optimal allocation of water resources and sustainable use. And atthe same time it will provide reliable technical basis for water-drawing licenses of theconstruction project management.The irrigation area at the downstream of Ni’erji water conservancy project inInner Mongolia is taken as the research object. With reference to relevant nationallaws and regulations, the water resources argumentation was made in the study area.Firstly, the general situation and the development and utilization status of waterresources were analyzed and researched in the construction project, which determinedthat the analysis scope NuoMin river basin and NiErJi dam site to Taha interval (InnerMongolia), the scope of surface water proof are above control the basin area of theNiErJi water conservancy hub project dam site and the hydrometric station inGuchengzi, and the section between Nenjiang NiErJi reservoir dam site and westNuoMin river in Nenjiang river section of Nenjiang river mouth, the section betweenTuanjie canal of Nuomin river and NuoMin river estuary as argumentation scope for water intake and withdrawal. In the Run-time, the water intake place of the NuoMinriver is located in the left2km bank of Hali shallow groove(Formerly, the front ofTuanjie canal);The water intake place of NiErJi water conservancy hub location islocated in the right bank of reservoir irrigation water tunnel. During the construction,the water intake place in engineering construction period is located in the surfacewater of the NuoMin River. After analysis, the grade of the water resourcesargumentation is first class. According to standard, the rationality of constructionproject of water intake and withdrawal are analyzed. And, through the previous data,water inflow, water consumption, water supply, water quality and water qualityevaluation were analyzed. The results show that the status is reasonable and reliable.The article also demonstrates the water intake of water resources for constructionprojects, and the water reliability and feasibility are analyzed. Finally, according tothe physical truth in the study area, the water resources protection measures were putforward for construction projects.Through the water resources argumentation on the irrigation area of InnerMongolia in the downstream of Ni’erji water conservancy hub, the intake quantity ofwater and water quality were both guaranteed. And the intake and recession of waterhave a slight influence on water and soil environment in the study area.
