Baiyangdian Basin is one of the parts of the Haihe Basin, the increased of water consumption in the basin caused the deterioration of water and ecological environment, especially the lake of Baiyangdian was nearly dried up. Base on analyzing the actuality, the problems of the exploitation and utilization of water resources were brought forward. According to collect, clear up and analyze a large number of data of social, economic and ecological were relative to the water resource optimized allocation of Baiyangdian Basin, combining to the regional water planning, the water demand was analyzed and forecasted.At the same time,according to the objective of the optimal allocation of water resources, the optimal allocation model was built and the related solution was achieved, which has great practical significance in realizing sustainable utilization of water resources, protecting and improving ecological environment, propelling sustainable utilization of social and economic. The main results were as followings:(1) The hydrological data, the actuality and problems of the exploitation and utilization of water resources were analyzed and summarized, at then the importance of optimized allocation was illustrated too.(2) The guiding ideology, principle and objectives of optimal allocation of water resources were illustrated.(3) According to the regional water planning, the domestic, production and ecological demand were forecasted. Base on the hydrological data, the available water supply of original and newly added projects in different administrative zoning, the available water supply were reached in different guarantee rate and level years.(4) The method of ecological water level was used to estimate the ecological water demand for Baiyangdian. Base on the hydrological data, the high frequency water level and the related level years were determined. The indicator species, which were beneficial to the development of social, economic and ecological, were determined by using the analytic hierarchy process. Base on the comparison on yield, growth vigor and species of the indicator species, the minimum and suitable rate of the ecological water level at the years were relative to the high frequency water level was determined, at then the ecological water level and ecological water requirement were calculated too.(5) The planning of water resource optimized allocation in 2010 and 2020 level year was achieved by combining the features and objectives of water resource optimized allocation, which established base for putting the program in practice.
