Research On Financing Risk Evaluation System Of Railway Construction Project

With the acceleration of social and economic development,China railway construction investment scale has been expanded,and the railway construction project construction period is generally long,natural environment variety,more vulnerable to bad weather,bad geological conditions and the influence of many factors,such as force majeure,therefore,the railway construction project risk with large scale and a lot of uncertain factors,wide range of influence,etc.This invisibly increases the difficulty of risk management,because once the risk occurs,it is likely to lead to huge losses.For risk assessment can make managers more effectively with a clear understanding of the project's risk faced by type and important degree,thus establishing reasonable countermeasures against risks,therefore,to strengthen the research of railway construction project risk evaluation,help to achieve reasonable control of railway construction project risk,speed up the railway in our country developing steadily and fast.On the basis of predecessors,this paper studies and analyses the relevant theories and characteristics of risk assessment of railway construction projects.On this basis,through the comparison and selection of several methods,this paper reasonably determines the risk identification methods of railway construction projects,and classifies the risks involved in railway construction projects.This paper divides the whole construction cycle of railway construction project from the prophase proposal,feasibility study,preliminary design to project construction and completion acceptance into two parts: prophase stage and project construction stage,identifies risks according to different stages,and establishes the risk evaluation system of railway construction project.Combined with the extension theory,the extension theory is applied to the risk evaluation system of railway construction project,and a multi-level extension evaluation model of railway construction project risk is established with the extension theory as the core.Finally,the extension evaluation model is used to evaluate the construction risk of Zhangtang Railway Project.Through the analysis of the evaluation results,it is found that the construction risk of the case project is the most prominent,but the political risk and environmental risk are relatively small,which provides a strong basis for the formulation of risk aversion plan for the project.Through theoretical analysis and calculation of case projects,the scientificalness and applicability of extension evaluation model in risk assessment of railway construction projects are demonstrated,which can provide some references for further research on risk assessment of railway construction projects in China.
