With the market-oriented reform of railway freight transport in China,railway operators gradually have the right of independent pricing for freight transport.However,the former costoriented pricing method is no longer applicable to the current competitive transport market.It is very important for railway operators to establish a scientific pricing system by means of revenue management.At the same time,with the structural reform of the national supply side,railway operators have shifted their business focus to high value-added scattered freight transportation.Therefore,it will pose a serious challenge to container transportation mainly transport scattered freight.The previous container transport organizations have been unable to meet the high timeliness requirements to scattered freight transportation.Besides,because of the network characteristics in railway transportation,the transportation between all ODs is related to each other,which affects the whole network's transportation.Therefore,it is very important for railway operators to formulate a high-efficiency railway container transport operation plan under the network.The paper study on optimizing price fixing and operation plan of railway container transport in network.The main contents are as follows:Firstly,the history of Railway Tariff Reform in China is reviewed and sorted out,which is mainly divided into three stages: the planned economy period in which the government and the railway enterprise were united,the socialist market economy period in which the government led railway enterprises,the socialist market economy system deep reform period in which the government and railway enterprise are separated.According to the survey in railway companies and transport market,it is proposed that railway operators can fix and publish railway freight rates from eight dimensions in order to meet the current multi-level transport demand.Secondly,at tactical level,aiming at the problem on pricing and vehicle flow path of railway container transport,a collaborative optimization model on railway container transport pricing and vehicle flow path planning is established,which takes the relationship between freight rate and demand,the characteristics of railway network and the uniqueness of wagon flow as constraints.An improved genetic algorithm is proposed to solve the non-linear programming model,therefore the optimal freight rate and traffic flow path between ODs are obtained.Finally,at operation level,aiming at the problem on railway container transport operation plan,the optimization model on railway container transport operation plan under space-time network considering empty container transportation is established,which takes the railway operation enterprise's maximum total profit as the objective function,takes the relationship between railway transport volume and demand,the relationship between railway supply and customers' demand,the capacity constraints of railway stations and line as constrains.Then,an example is given to illustrate the feasibility of the model.By solving the example using MATLAB+Yalmip+Cplex,the optimal train operation,the optimal stopping station and the optimal heavy empty container transportation volume among the stations in the railway network during the continuous decision-making period are obtained,which provides a solution for the lean production of railway operation enterprises.
