Research On Safety Management Of Passenger Transportation On Land-Island In Dalian City

Dalian’s land-island transportation covers Zhuanghe,Pikou,Jinshitan and Xingshutun Port District.The water passenger transport system of Dalian’s land-island ports is formed with the island ports of Changhai County as the core.Multi-points,long-lines,wide-area and large-quantity have become the character of Dalian’s land-island transportation.The unique geographical location and complex maritime traffic environment also bring great challenges to the safety management of land-island transportation.With the rapid development of coastal economy,island tourism industry is further spread and explored.Land-island transportation has also developed from merely solving permanent residents’ travel problem to exporting the characteristic seafood of the islands and inbound tourism.To meet the requirements of safe,fast and smooth travel,new standards are put forward to the participation of land-island transport vessels.It also put forward higher requirements to the safety supervision agency which is in charge of land-island passenger transportation.This paper set Dalian’s land-Island Passenger Transportation Safety Supervision as the research object,combined with safety management,multi-social governance,new public services,government function transformation and other public management theory.By using the methods of literature studying,field investigation and data analysis,this paper analyzed the current situation of Dalian’s land-island transport,analyzed and compared the factors which are affecting the safety of land-island passenger transport,and studied the influence of different factors on the safety management of land-island passenger transportation.Based on the experience of maritime management,the following problems are found in Dalian’s land-island passenger transportation safety supervision:First,the infrastructure construction of Dalian Island Transport Terminal is lagging behind;second,the illegal transportation operation still exists;third,the reform of maritime law enforcement mode is not effectively implemented;fourth,Dalian’s land-Island Transport emergency safeguard mechanism of is defective.On this basis,by summing up the experience of domestic waterborne passenger transport safety supervision,combined with advanced foreign management concepts and cases,Emphasize the study of the safety management of Dalian’s land-island passenger transportation.Analyze how the navigational environment,ships,personnel and management help in the safety management of land-island passenger transportation.The countermeasures to strengthen the supervision of land-island passenger transport safety are further explored,and according to its importance and characteristics corresponding countermeasures are formulated:First,standardize the safety management of shipping enterprises,passenger ships and seafarers.It includes supervising shipping enterprise to establish and improve passenger transport safety systems,enhancing seafarers’ adaptability and safety awareness,and supervising shipping enterprises to implement their main responsibilities.Second,improve Dalian’s land-island passenger transport safety supervision system,including strengthening the implementation of land-island transport safety supervision laws and regulations,and promoting local legislation to speed up relevant legislation.Third,implement various measures to reform the law enforcement mode of the maritime system,including promoting the implementation of the law enforcement mode reform measures,upgrading the modernization level of law enforcement equipment,deepening the cooperation mechanism of departments,and building the maritime "safety chain".Fourth,improve the emergency management level of Dalian’s land-island transportation,including strengthening the contingent and capacity-building of Dalian’s land-island transportation emergency response team,improving Dalian’s county-level search and rescue emergency response plan and rescue system,and promoting the establishment of linkage mechanism of Dalian’s land-island transportation passenger safety management department.Fifth,promote the construction of Dalian’s land-island transportation infrastructure,including speeding up the renovation and transformation of Dalian’s land-island passenger transport ships,and strengthening the construction of basic facilities of Dalian’s land-island transport terminal.In the specific field of maritime management,with the help of the general principles of public management theory,this paper explores new ideas and methods of passenger transport safety management in Dalian’s land-island transportation,further improves the supervision system of passenger transport safety in land-island transportation,and provides a certain reference basis for ensuring the safety of passenger transport in Dalian’s land-island transportation.
