With the rapid growth of container throughput and the development trend of larger-scale ships,container terminals are important hub nodes for container transportation and transshipment.It is important to optimize the allocation of yard resources in order to improve the operation efficiency and reduce operating costs of the entire terminal.Under the theoretical background of container terminal yard operation system and truck appointment system,the reasons for the high cost and low efficiency phenomena such as congestion at the yard,frequent turning-box operations and unreasonable resource allocation are analyzed and three main reasons include arrival information uncertainty of trucks,unreasonable yard crane scheduling and incomplete inventory strategy and turning-box strategy.On this basis,taking the import task as an example,this paper proposes the two-stage model of the yard resource allocation and optimization scheduling based on the truck appointment information,in which the first stage is to conduct block and yard crane allocation with the target of block workload balance at the planning level and the second stage is to conduct bay selection and yard crane scheduling with the target of the minimum of the yard crane maximum completion time and the waiting time of trucks at the scheduling level.And then this paper designs genetic algorithm to solve the model combined with the characteristics of the problem.Finally,this paper designs the numerical examples and analyzes the results.For the first stage,firstly,CPLEX solver and genetic algorithm are applied to solve small-scale examples to verify the validity of the model and algorithm.Secondly,the truck appointment mode will be compared with the results of the traditional mode and the sensitivity analysis will be conducted.It proves that considering the truck appointment information is more conductive to balance the leisure time of blocks and yard cranes.For the second stage,based on the results of the first stage experiment,two examples of single yard crane scheduling and multi-yard crane scheduling are selected to prove that the arrival time of trucks after scientific management can effectively reduce the waiting time of the trucks in the yard.Therefore,it is concluded that the allocation of the yard resources and the scheduling optimization based on the truck appointment information can effectively reduce the congestion of the yard,and it provides references for the refinement management of container terminals.
