| With the rapid development of China’s civil aviation industry,the flight time and passenger transport volume of civil aviation have repeatedly reached new heights.The safety quality of civil aviation in China is unique in the world’s civil aviation industry,but the shortcomings of low flight punctuality rate are particularly evident.Flight delays have caused a large number of negative public opinions and mass incidents,seriously affecting the normal production order of civil aviation,and also bringing huge losses to airlines..How to deal with flight delays and improve the punctuality rate of flights is an urgent problem for civil aviation air transport enterprises to consider and solve.In the fierce competition of domestic civil aviation market,in order to seize passenger resources and maintain market position,we must pay attention to customer needs and improve our own quality management level.Improving the quality of flight operation,reducing and effectively controlling flight delays,and maintaining a stable and high level of flight punctuality rate are the key factors to improve customer satisfaction and enhance the competitiveness of air transport enterprises.The main factors affecting the quality of flight operation include complex weather,air traffic control,military activities,aircraft failure,crew support,ground service,etc.It covers many business processes such as airline route arrangement,flight plan adjustment,aircraft maintenance,maintenance,ground service,crew scheduling,etc.This paper takes SC Company as the research background,takes flight normality management as the research object,investigates the status quo and main problems of flight normality management in SC Company,and briefly describes the application of statistical process control method.In this paper,the analysis control chart is used to statistics and analyze the flight punctuality rate data of SC company.After eliminating the abnormal factors,a stable and controllable control chart is formed.Then the control chart is used to trace the flight punctuality rate and find out the observation points beyond the control limit,so as to distinguish the systenatic factors and random factors that affect the flight punctuality rate.Then,starting from the internal reasons of airlines,the paper investigates and explores flight operation cases of the observation points in-depth by means of record inquiry,document investigation and personnel interview,the quality management tools such as expert investigation,SHEL model and Reason model are used,focusing on the systematic and deep-seated reasons affecting the normal operation of flights.Finally,In order to eliminate or control the internal management factors affecting the normal operation of flights,improve the quality of SCs flights and keep the normal rate of flights within a stable control range,the corresponding improvement measures are formulated from three aspects:dispatcher resource management,flight crew resource management and the control of flight spread delay. |
