Study On Satisfaction Evaluation Of Public Service Facilities In "Merged Townships"

Along with the upsurge of the transfer of township administrative districts in the Yangtze River Delta region,from the end of the 20th century,the southern part of Jiangsu Province,which has been represented by Suzhou,has continued to carry out a number of township administrative division adjustments,mainly based on township mergers and towns.A large number of people were removed from townships.Under the guidance of new urbanization such as vigorously promoting the integration of district and town in small towns in southern jiangsu province,the contradictions and problems in the withdrawal of the town have become increasingly prominent,and it has become one of the "short boards"for the development of urban and rural integration in the south of Jiangsu Province and the comprehensive construction of a well-off society.Among them,the supply and demand of public service facilities is the focus of the conflicts that have been withdrawn by the residents of the town.The public facilities that are the important guarantee for the residents of the evacuated towns are generally small in scale,lack of supply,single form,and the actual needs of the residents..Therefore,how to improve the supply of public service facilities and improve residents’ satisfaction and happiness has been the key to the transformation and upgrading of the town.Based on a review of relevant domestic theoretical researches,this paper reviews the history of the development of Suzhou’s evacuated towns,selects the case of small towns in which the development zones and towns are integrated,and develops the typical case of"merged townships" and "Integration functional zone and towns".Lili Town(including Lili,Luxu,Xinta,Kingheba,four different periods were withdrawn from the town)as an empirical research object,based on the analysis of the status quo of each of the relocated towns,combined with public services The layout of the facilities in each of the evacuation and town regulatory planning,from the perspective of residents’ satisfaction with the existing public service facilities,the evaluation system os constructed from five aspects:municipal facilities,envirormental sanitation facilities,educational and cultoal facilities,living service facilities and facilities management.The Delphi method screens the primary indicators,and uses the expert scoring method and the AHP analytic hierarchy process to assign weights and comprehensive calculations to the original indicators,eompare and evaluate the satisfaction of the public service facilities in each town,and find out the problems and put forward countermeasures and suggestions.The main findings are as follows:(1)According to the development of townships in the horizontal time section,the withdrawal of towns and towns in Suzhou can be roughly divided into the rise of township industry(early 1980 to 1996),the formation of characteristic industrial clusters in cities and towns(1996-2003),and the optimization of urban systems.Three stages of the pattern(after 2003).The system sorts out the development problems of the original towns after being dismantled and concentrated on four aspects:"industrial degradation,aging facilities,weak management and dirty environment",and divided the merged towns of Lili into a prosperous,upgraded,stable and declining four categories.(2)Combining the Delphi method with the analytic hierarchy process,the resident satisfaction evaluation system of the public service facilities in the evacuated town was established.The weight values of the first-index level are from high to low:AI municipal facilities 0.3858,A3 education and cultural facilities 0.1839,A2 environmental sanitation facilities 0.1707,A4 living service facilities 0.1382,A5 administrative services 0.1214.The system consists of five dimensions:municipal,environmental health,education and cultoal,life service and administrative services.There are 22 evaluation indicators.(3)Combining with Lili Town to carry out empirical research,according to the evaluation system,the comprehensive satisfaction evaluation index of residents in the town of Lili was calculated.The value is from large to small:Lili(0.803)>Luxu(0.753)>Xinta(0.695)>KingHepa(0.583),demonstrate the type division of the merged townships.data analysis shows that the five dimensions of residents1 satisfaction impact are ranked as educational and cultural facilities>living service facilities>environmental sanitation facilities>administrative services>municipal facilities,the most direct impact The evaluation indicators of residents’ satisfaction with the public service facilities in the town are the sports activity facilities and cultural and recreational facilities.(4)Based on the conclusions of the comparative evaluation study of public service facilities in the town of Lili,the public transportation facilities were proposed from five aspects:municipal facilities,environmental sanitation facilities,educational and cultural facilities,living service facilities and administrative services.Improve the quality of civil sanitation,expand the scale of sports facilities,allocate medical and health resources,and promote community security mechanism innovation and other targeted promotion strategies.
