Research On Evaluation Of Air Traffic Control Unit’s Safety Guarantee Ability Based On Interval Number Cluster Analysis

The rapid growth of China’s civil aviation flight traffic will inevitably lead to an increase in the safety assurance tasks of China’s air traffic control units.The question of how to measure whether a unit’s safety assurance capability matches the flight assurance volume becomes an obstacle to the development of our civil aviation.In order to prevent the overload operation of air traffic control units,China’s civil aviation must establish a scientific and objective safety assurance capability evaluation index system and method.By evaluating the security assurance capabilities of each air traffic control unit and finding out the weak links,the safe operation of the aircraft is guaranteed.First of all,the author consulted and translated a large number of domestic and foreign documents and data on the safety of air traffic control units.Through analysis of the influencing factors of the safety control capacity of air traffic control units,I finally refined a set of assessment objectives based on the safety control capacity of air traffic control units,Covering the index system of safety assurance capability assessment of air traffic control units composed of the indicators of "human,machine,environment,and management".Secondly,the author considers that the data of the air traffic control unit evaluation index is always changing,and it is impossible to use the accurate point value calculation method,so this paper introduces the concept of interval number into the air traffic control unit security assurance ability evaluation,and compares it with Combining cluster analysis methods,Hausdorff distance is used as the distance measurement for interval number cluster analysis,thus solving the uncertainty problem of interval number and establishing an evaluation model for the safety assurance capability of air traffic control units.Finally,based on the established air traffic control unit safety assurance capability evaluation index system and model,this paper conducts a lateral evaluation of the security assurance capabilities of the seven regional air traffic control bureaus in China,and at the same time changes the security assurance capabilities of an air traffic control unit over the years Carry out an evaluation and put forward some suggestions for improvement based on the evaluation results.
