Coal is the main one-time consumption energy in China.With the advancement of supply-side reforms and industrial transformation and upgrading,the coal throughput of China's coastal ports is gradually increasing.As a transfer station for coal and waterway transportation,the coal terminal only has a single link of manual scheduling,which can't meet the increasing professional level of the terminal.At the same time,the overall production operation of the terminal lacks coordinated scheduling of multiple links,which greatly weakens its economic and social benefits.Now,it is becoming more and more important to operate coal terminals efficiently and at low cost.Compared with container terminals,there are fewer studies specifically on the problem of coordinated scheduling of coal terminals.How to optimize terminal resources,realize the transformation to a specialized and intelligent terminal,arrange ship operation schedules in an orderly manner,and scientifically schedule all links within the terminal equipment,achieving efficient coal transportation,and improving the service level of the coal supply chain are key issues to be explored urgently.This paper takes the coal terminals as the research object,focusing on the improvement of the production and operation efficiency of the coal export terminal cooperative scheduling method.From the three aspects of berth allocation,reclaimer scheduling and yard allocation,the berth and stacking of the coal export terminal are studied.Field cooperative scheduling problem,fully exploit the characteristics of each operation scheduling link of the coal terminal,establish a mathematical model of cooperative scheduling with a mixed integer programming method,and combine the model analysis to construct a rule-based genetic algorithm to solve.In order to verify the effectiveness of the method,combined with real data of Caofeidian Port,design examples of different situations,and compare the results of the rule-based genetic algorithm designed in this paper with the classical genetic algorithm,which proves its efficiency.Combining the above ideas,the main research results of this paper are as follows:(1)This paper analyzes and compares the layout,operation flow,and loading and unloading technology of the coal terminals.The system summarizes the characteristics and influencing factors of the cooperative scheduling of coal terminal operations,which provides theoretical support for the cooperative scheduling of coal terminal berths and yards.(2)Based on the coal export terminal,a mixed integer programming model is established for the details of the coal terminal operation,taking the minimum total ship time in the port as the objective function,and considering the coordination of berth allocation,reclaimer scheduling,and yard allocation under the influence of tide time.Dispatching,setting assumptions and constraints increase the applicability of the model in the actual operation of coal terminals.(3)In order to improve the efficiency of problem solving,the genetic algorithm is improved based on heuristic rules.Through the analysis of calculation examples,the solution speed and quality of the case based on the rule-based genetic algorithm and the classic genetic algorithm in four different situations are compared.It shows that the rule-based genetic algorithm can effectively solve cases of the same scale as the real situation,while reducing the solution time.
