The general cargo terminal, which has a special and important position in nationaleconomy, accounts for over50percents of the total domestic terminals. The generalcargo transpotation has a certain degree of particularity and irreplaceability, manytraditional bulk and general cargo have a low containerization rate, so general cargoterminal is still an important part of the ports. Currently, due to its complex handlingenvironment, the general cargo terminal depend a lot on human during general cargo’shandling operation. This makes the handling operation efficiency is not high and theinfluence of human factors is very large.The plans of berth scheduling and handling operation line allocation are mostlymade by the scheduling personnel based on artificial experience in the general cargoterminal of Tianjin Port. And the relevant research literature is lack because of the thecomplexity of hangling operation system. To this end, the optimization research ofcontinuous berth scheduling and cargo yard allocation in general cargo terminal hasimportant realistic and theoretical significance.The two stage hierarchical modeling and solving method is adopted to research thecoordinated optimization problem of continuous berth scheduling and cargo yardallocation in general cargo terminal. At the berth scheduling stage, firstly the berth gradeand tidal dynamic are considered, and then the cargo’s horizontal transportation distanceis considered by using the rule of minimizing the horizontal transportation logisticsquantity to schedule the berth. At the cargo yard allocation stage, the operating lines’maximum Make Span is reduced while the balance of lines’ operational quantities isguaranteed. Two different scheduling strategies are proposed with the goals of reducingthe vessels’ operation time in port and improving the berth frontage’s utilization. Finallythe models’ effectiveness is proved and the two different strategies’ scheduling results areanalyzed comparatively through the example test.
