Study On The Policy Mechanism Of Urban Spatial Growth In Hangzhou

China's rapid urbanization has increased the dividend of economic growth and promoted the progress of social civilization.However,the rapid urbanization directly leads to the disorder and low-density expansion of urban space,which makes the ecological space seriously squeezed,and then causes a series of ecological environment problems.As one of the leading factors of driving urban spatial growth,spatial policy is an important guarantee for the realization of urban sustainable development.The evolution of urban spatial growth patterns under the influence of different functional types of spatial policies is quite different.Therefore,it is the key to realize the spatial growth management to find out the mechanism of urban spatial policies and the interaction mechanism between them,and to promote the combination of different functional types of policies.Based on the problem of how the urban spatial policy can effectively affect the urban spatial growth,this paper studies the policy mechanism of urban spatial growth.Take Hangzhou as an example,sort out the spatial policy system according to the functional classification system.Based on the multi temporal remote sensing data,the land use equal fan analysis method,land use expansion intensity analysis method and invest model method are used to quantitatively obtain the land use growth,expansion characteristics and center of gravity transfer characteristics of the construction space,and the habitat area and quality change characteristics of the ecological space.The results show that:? the hot and cold growth areas are located in the East and West wings of Hangzhou construction space,and the growth rate of the whole region has experienced a gradual change from low,medium speed to high speed? The orientation of Hangzhou's construction spatial growth has experienced a stage change from the single core of the main city to the multi-center cluster structure to the east of the river.? The habitat quality of the main city has been improved,and the ecological space near the main city has been seriously eroded,and the quality of ecological space has declined significantly.? The ecological zone management and control in Hangzhou is partially invalid,and the main area of ecological zone degradation is the cluster area close to the main urban area and covering a large area of ecological zone.On this basis,the scale of construction space growth and the expansion intensity of hot and cold areas are overlapped to obtain four related models of construction space growth;the degradation area and degree of ecological space are overlapped to obtain a variety of models of ecological space evolution.Based on the data of multisectoral spatial policy,this paper analyzes the effect of different policy types on the related models.Finally,the author thinks that the effect of urban spatial policy on spatial growth is reflected in three aspects:influencing growth pattern,regulating growth effectiveness and changing growth stage.The main contents of this paper include the following three partsThe first part,research background and related research review,including chapter one and chapter two.The research background,research purpose and significance,research methods,research content and technical route are described in detail.In the research review,it focuses on combing the practice and research process of urban spatial policy at home and abroad,the policy tools of urban spatial growth,the research process and research methods of urban spatial form evolutionThe second part,theoretical research,including the third chapter.This paper expounds the mechanism of urban spatial growth policy in detail,and divides it into regulatory policy,guiding policy,restrictive policy and compensatory policy from the perspective of policy function,and qualitatively studies the mechanism of different functional policies.The third part,empirical research,including chapter four and chapter five.Taking Hangzhou as an example,this paper first combs the specific policy forms of adjustment policy,guiding policy,restrictive policy and compensatory policy since 2000.Secondly,combined with the situation of urban spatial change in Hangzhou(2000-2015)in the past 15 years,this paper analyzes the construction space and the ecological space from the positive and negative perspectives.Finally,the paper analyzes the correlation between four kinds of policies and urban construction space and ecological space,and demonstrates the effect of spatial policies on urban spatial growth.The fifth chapter summarizes the research,including two aspects of research results and two innovationsMain research results:?
