Research On The Management System Of Inland Waterway Of Pearl River

The inland waterway of the Pearl River system is an important water transportation channel in South and Southwest China.It plays an indispensable role in serving the national strategy,optinizing the industrial layout and promoting the complementary and coordinated development of the upstream and downstream regions of the waterway.Since the reform and opening up,some achievements have been made in the management and development of inland waterway in the Pearl River system,which has played a positive role in promoting the economic and social development of the basin.However,in terms of the waterway management system and mechanism,there are still problems such as complex management institutions,overlapping functions,imperfect investment mechanism,which seriously restrict the scientific development of inland waterway of the Pearl River system.With the comprehensive deepening of the reform by the Central Committee of the Communist Party of China and the gradual implementation of the reform of central and local financial powers by the State Council,new requirements have been put forward for the inland waterway management system of the Pearl River system.Therefore,it is necessary to carry out the study on the waterway management system of the main inland waterway of the Pearl River system and explore the coxmtermeasures to improve the waterway management system.It can provide reference for the reform of the waterway management system of the Pearl River,so as to improve the scientific level of waterway management and maintenance and promote the construction of the golden waterway.This paper adopts the method of combination of theoretical research and application research.The inland waterway management system of the Pearl River system is selected as the research object,and the current situation of the management system is analyzed by using the theory of public goods and the theory of holistic governance.After that,the countermeasures and suggestions to improve the inland waterway management system of the Pearl River are explored and put forward based on the experience of domestic and foreign waterway management system.The main content of the paper is as follows:The first chapter is the introduction,which introduces the background,significance,current situation,ideas and methods of the study.The second chapter is about the related concepts and theoretical basis.It mainly introduces the inland waterway,the main inland waterway of the Pearl River system,the management system,the theory of holistic governance,the theory of public goods and so on.The third chapter is the analysis of the present situation of the Inland Waterway Management System of the Pearl River system.Firstly,it describes the development process of the waterway management organization of the Pearl River system.Secondly,it summarizes the current situation of the waterway management organization,responsibilities,management layout and regulatory system of the inland waterway of the Pearl River system.Thirdly,it refines the main problems existing in the management system,such as complex organization,overlapping functions,imperfect investment mechanism,and finally,the causes of these problems are analyzed.Chapter Ⅳ is the reference of some inland waterway management experience at home and abroad.It introduces the waterway management system of the United States,Germany,the Yangtze River main channel and the Beijing-Hangzhou Canal.And then,summarizes and analyzes the experience of other waterway management systems at home and abroad,which mainly including the government unified waterway planning and construction,protection of waterway resources according to law,assurance the funds for the construction and maintenance of waterways and so on.The experience can be used as a reference for improving the management system of inland waterway of the Pearl River.The fifth chapter is the countermeasures to improve the management system of inland waterway of the Pearl River system and to build a flat central vertical management system of the main waterway.First,it analyzes the favorable policy and regulatory environment and basic conditions for the reform of the financial reform of the main waterway in the Pearl River system,and proposes to divide the main waterway into the central financial management.Then,it is proposed to straighten out the relationship between government and enterprises in waterway management by clarifying the setup and duties of administrative agencies and public welfare institutions,and promoting the marketization of waterway maintenance.The third is to improve the regulation system of waterway management at the national level,ministerial level and internal management level,and the last is to improve the multi-level waterway management and coordination mechanism.
