Optimization Of Release Process And Quality Control For Open Traffic Data Based On Data Governance

Open government data is highly valued by various countries.With the continuous development of open government data,the "transportation" field has received extensive attention as one of the important livelihood fields.By opening up traffic data,society and the public can obtain relevant data in a timely manner to meet various traffic needs and solve practical traffic problems and obstacles.At present,traffic data are published on the open platform of our government data,but there are a series of quality problems,which have not yet achieved the goal of standardization,interoperability and machine readable,which will directly affect the utilization of open traffic data and play its value and role.In this context,the main work of this paper is as follows:(1)From the currently open government data open platforms,the main platforms are selected as survey objects to investigate and analyze the data on the theme of "transportation"on these platforms.Based on the data set,metadata and structural metadata of China's open traffic data,this paper analyzes the quality problems of China's open traffic data,and summarizes 21 kinds of problems such as "general data" "missing data values" in the data set and 14 kinds of problems such as "missing important metadata" "the release time is later than the update time" in the metadata.(2)From the perspective of data governance,a data governance framework for open traffic data is proposed,and a unified data standard is used in the process of opening traffic data to integrate it into the open traffic data publishing process.Problem-oriented,build a standards-based data release process,including data extraction,quality evaluation,quality grading,cleaning conversion,data release,quality assessment and quality traceability management.A standard system consisting of data quality evaluation standards,CSV standards,data standards and metadata standards has been formulated.(3)Research on the metadata of open traffic data,put forward the metadata standard scheme for open traffic data,and give four descriptions of "data catalog","data set","data resource" and "data service" Object,and according to the standard scheme,metadata in JSON-LD format is given in the example release.(4)Constructed an open traffic data quality control framework and provided data cleaning methods,including "incomplete data" and "inconsistent data" cleaning methods.Select specific open traffic data from the platform as an example,and evaluate the quality from the data set and metadata to achieve the goal of improving data quality.
