Research On Data Governance Of A Power Company

China’s 13th Five-Year Plan clearly requires that basic data should be used as our strategic resource.It is proposed that action to promote the development of big data should be carried out in an all-round way,that research in the fields of massive data collection,storage,cleaning,analysis,discovery,visualization,security and privacy protection should be strengthened,and that the opening and sharing of data should be accelerated,so as to help the transformation and upgrading of domestic industries.Various industries,including the Internet,finance,telecommunications and energy,have begun to recognize the importance of data to gain business insight and competitive advantage,and speeded up the development,utilization and effective governance of massive data,embarking on the journey of data governance and value exploration.As an advanced unit of provincial power grid industry,A Power Company responds positively to the request from superior units and starts the development and utilization of basic data.Its data center and operation monitoring system have been set up successively,which collect the data of each business system,share the cross-professional data,as well as monitor and analyze the important indicators concerning enterprise operation.On this basis,A Power Company establishes its organizational structure and procedures concerning data management.In the process of data use and management,it also faces a series of difficulties regarding data acquisition,lack of data standards,low data quality,data integration,data security and so on.With the arrival of the big data era,A Power Company gradually realizes that the situation of its data governance has changed greatly,and the traditional way of data management is hard to meet its business needs.It thus needs urgently to establish a more efficient data governance system.An efficient data governance system is the basis for the full realization of data value.In practice,how to take full advantage of data governance to realize the value of data and assist the company’s operation and innovation has become the challenge and opportunity faced by A Power Company.Under this background,based on the theoretical analysis of research on data governance by domestic and overseas organizations such as DGI and ITSS,this paper firstly investigates and analyze the current situation of data governance in A Power Company.Secondly,using PEST analysis method,it analyzes the macro environment and power industry,as well as the main opportunities,challenges and dilemma of data governance.Thirdly,it introduces some practices of successful data governance in domestic enterprise.Finally,it puts forward the top-level design and framework of A Power Company’s data governance,its data governance strategy,as well as the improvement scheme of the organizational structure and process of data governance.This paper also clarifies the concrete measures of data governance,including establishment of a supporting platform,development of unified data view,management of data quality and management of data sharing and security,which will help to guide the implementation of data governance.Data governance in power industry and even energy industry is still being explored,and the methodology regarding the framework and implementation of data governance has not yet been formed.This paper proposes the framework and implementation methods of data governance in A Power Company,hoping that it will provide certain references for the data governance in grid enterprises and energy enterprises.
