Research On Organization Vulnerability Assessment Of LD Nuclear Power Organization

The existence of vulnerable links or units in a nuclear power organization hinders the operation and development of the enterprise.It is a “tumor” on the body of a potential organization that triggers(or worsens)an event or accident.If it overlaps with various fragile factors,which may lead to disastrous consequences.Therefore,how to find their own defects and effectively deal with these objective risks and crises is a problem that enterprise managers must think deeply.There are some researches on enterprise vulnerability in the field of enterprise risk and crisis management,but they does not systematically study organizational vulnerability in a nuclear power organization from the perspective of system safety and organizational reliability,such as the expression of organizational vulnerability,influencing factors and evaluation method etc has not been studied in depth,so this paper intends to make efforts in these areas:(1)Based on the analysis of the external environment and internal environment of the nuclear power organization,combined with expert interviews,explore the inherent vulnerabilities of the organization in the normal operation and management process,and analyze the causes of theorganization's vulnerable from a systemic perspective.It includes human-related reasons,system-related reasons,organization-related reasons,and environmental-related reasons,so that managers can detect,prevent,and correct the inherent defects of the organization.(2)Based on the analysis of the factors affecting organizational vulnerability,the main influencing factors are extracted and the evaluation index system of organizational vulnerability is constructed.Due to the complexity of the index system,it is difficult for experts to make specific numerical judgments.Therefore,an organizational vulnerability assessment method based on analytic hierarchy process +fuzzy theory is constructed.The relative weight of the influencing factors is identified by analytic hierarchy process.The state level of each influencing factor is determined using fuzzy theory.Combination of the above two parts determines the final extent of the impact of influencing factors and the ultimate level of organizational vulnerability.(3)Finally,the application of the specific method is illustrated by case analysis.The application results show that the current organizational vulnerability level of LD nuclear power organization is low and the organization reliability is high.Important factors that affect the vulnerability of the organization include operator's knowledge,experience and skills,risk awareness,and procedures,human-system interfaces,organizational training,organizational culture,organizationaldesign,organizational management,work environment,etc.These causal factors need to be considered first,and specific countermeasures are proposed to improve their state levels.The above research work provides theoretical support and practical guidance for the identification,evaluation and improvement of organizational vulnerability in a nuclear power organization,and enriches the organization's risk management theory from the perspective of vulnerability and reliability.
