In recent years,the protection of historical and cultural cities has been paid more and more attention by the government,experts and scholars.However,with the gradual implementation of the protection planning of famous historical and cultural cities,the contradiction between the planning and the implementation status has become increasingly prominent.At present,there are few studies on the implementation evaluation of historical and cultural cities in China,and there is a lack of quantitative evaluation methods There is no unified standard.With the coming of the era of spatial planning,according to the experience of GIS technology widely used in urban planning,in the implementation of historical and cultural city protection planning,GIS technology is used to carry out more long-term and dynamic quantitative evaluation,and a set of quantitative and comprehensive implementation evaluation index model is constructed as far as possible,which will guide the next stage of historical and cultural city protection and planning revision It has great theoretical and practical significance.Based on the development of historical and cultural city protection and implementation evaluation,and the background of wide application of GIS technology,this paper summarizes the relevant research theories and practices at home and abroad from three aspects of planning implementation evaluation,historical and cultural city protection planning,and GIS technology application;through the relevant literature and the research and collation of relevant laws and regulations,from two dimensions of space and time Based on the planning formulation,planning implementation and the implementation effect of "historical elements-historical area-historical urban area",this paper puts forward specific evaluation elements,and then divides 24 evaluation indexes to build a GIS based evaluation index system for the implementation of conservation planning of historical and cultural cities.Secondly,Taking Baoding ancient city as an example,using GIS technology to analyze the implementation of the protection planning of Baoding ancient city,verify the feasibility of the implementation of the evaluation model,and provide reasonable suggestions for the protection of Baoding historical and cultural city in the next stage.Based on the evaluation of the implementation of the protection plan in Baoding ancient city,this paper finds that the implementation of the protection plan in Baoding famous city is general.In the aspect of planning and technical evaluation,it has a good performance,but there are still problems such as inadequate coverage of the detailed planning for the protection of streets and alleys with lower level features,and incongruous planning;in the aspect of implementation effect,it has a general performance,such as the lack of repair of municipal cultural relics protection units and historical buildings,the poor continuity of the traditional style and features of streets and alleys,the failure of renovation of super high buildings,the lack of parking space,and the serious over standard population capacity,etc Problem.Finally,in view of the problems in the implementation of the planning of Baoding ancient city,the paper puts forward some suggestions on the improvement of the planning technology,such as deepening the content of planning,establishing a multi-agent dynamic supervision mechanism;putting forward specific strategies for improving the traditional style of streets and lanes,upgrading the landscape of historical areas,updating the ground pavement,optimizing the urban furniture,etc.;putting forward the optimization of the traffic organization of the ancient city,and improving the slow speed In order to promote the protection of Baoding's famous historical and cultural city,we should use the transportation system,make use of the existing land to supplement the public space and optimize the functions of the ancient city.This paper hopes to improve the protection planning system of historical and cultural cities and enrich the systematic protection of historical and cultural cities.However,due to its own level,the current research is still insufficient and needs further exploration.
