The protection of historical and cultural neighborhoods in China began in the 1980 s.In the past 40 years,both theoretical systems and practical work have achieved good results.At the same time,protection and development have encountered some problems.With the requirements of the 2008 Urban and Rural Planning Law,the Regulations on the Protection of Historical and Cultural Cities,Famous Villages,and Famous Villages and other regulations,the requirements for the evaluation of the implementation of conservation plans were made.The evaluation of the implementation of conservation plans in China began in succession;however,due to the late start of evaluation work,To form a stable and effective planning implementation evaluation mechanism and evaluation method system.In this context,the evaluation and research on the implementation of protection planning for historical and cultural blocks has great practical and academic value.Ciqikou Historical and Cultural Street is the “Historical and Cultural Street of China” and it is one of the earliest historical and cultural blocks to carry out conservation work.It is very typical.Today,more than 17 years have passed since the implementation of its protection plan.The protection has achieved outstanding results.At the same time,many problems have also been encountered in the protection and development.In recent years,regulations and related plans have also put forward new requirements for protection planning.Therefore,it is imperative to conduct a comprehensive review of the protection implementation work,summarize the problems in the implementation of the protection and the causes of these problems,and propose targeted comments to guide the sustainable development of the neighborhood.A solid foundation of practice and theory is the precondition for the evaluation work.In practice,the characteristics and values of Ciqikou are summarized,and the outline and detailed contents of the preparation of “Ciqikou Historic District Protection Planning and Design” are introduced.In terms of theory,the theories and methods for evaluating the implementation of historic heritage protection are combed,and the evaluation system of historical heritage protection is introduced.A comprehensive review and analysis was conducted,and the content of the evaluation factor and evaluation method should be used for reference and improvement.A comprehensive and scientific evaluation system is the core connotation of evaluation research.This article uses qualitative and quantitative combination of objective and subjective complementary methods to construct the evaluation system for the implementation of protection planning in Ciqikou historical and cultural blocks.Among them,based on the reference and improvement of existing index systems,according to the objectives and requirements of the "Protection Plan",combined with the implementation of block protection,the establishment of the "historical environmental protection,environmental benefits,social benefits,economic benefits," the four dimensions of the evaluation index system Next,use the analytic hierarchy process to determine the index weights,and then use the Topsisi method and the SD scale method to define the index definitions and scoring criteria for the evaluation factors,and then classify the calculation results.Finally,a comprehensive and objective evaluation of the effectiveness of the implementation of protection and protection of Ciqikou historical and cultural blocks was carried out,and the evaluation results of various layers of indicators were obtained.Based on the results,the effectiveness and core issues of the implementation of protection planning were summarized,and the implementation process of protection planning was traced back from the overall protection plan.Five aspects of thinking,management supervision,capital investment,public participation,etc.have been thoroughly analyzed to generate the reasons for implementation problems,and practical suggestions have been proposed for the protection and development of blocks in order to guide the sustainable development of the block.This article hopes to use the Ciqikou as an example to explore a set of comparatively sound and scientific evaluation methods to provide reference for the evaluation of other historical and cultural street protection plans;at the same time,it will provide suggestions for the protection and development of historical and cultural streets and enrich the connotation of historical protection;The historical protection planning system has established a virtuous cycle of historical protection “investigation and evaluation—planning preparation—planning implementation—implementation evaluation—planning revision”.
